The officer and enlist- - ed promotions have gone into their spring slumps. Tlie hike quotas for officers and enlisted personnel are lower in all senior grades this month than last month. There have lieen similar declines the last couple of years when many pen-pl- e delay their retirement in anticipation of a July raise. The likelihood of a raise is much dimmer this year so there should he less postponing of retirements. However troop strength cuts and the abolixliihg of some higher grade slots account for part of the promotion decline.
