Show Master Plan Will Likely Fizzle The county has embarked upon an ambitious, and probably ev pensive program designed to pHsliire a Master Plan to guide (lie future ilex elopement of the enmity. Although it will lie an offii ial county document, when completed and adopted, the Master Plan will lie binding on the County Planning Commi.ssinn. the County Commission, nor any proerly owners. Tims, the Master Plan has no authority, no teeth. The fart that it ran lie changed by logic or by whim makes it virtually worthless. It is inure of a dream than a working plan. The Master Plan rail rail for a fine park in a particular location, hut unless the county buys the laud and develops it us a park, it will never la one. and then is no compulsion for the county to follow the Master Plan. Maybe if we paid them a little more and criticized them a little less, they could worry about their students more and less about How will I pay my bills?"
