We wish him every success in this very important assignment to servie the electorate of the state of Utah. The people of Utah should welcome the budget message of Governor Calvin L. Rampton. His message contained many areas of improvement for state government with salary increases for practically all state employees except elective officials and appointive officers of state departments. These particular officials did receive increases in salaries during the thirty-eighlegislative session. It is interesting to note that salary increases - increased support for welfare, social services and school programs are recommended with no additional tax levie. Also, additions to the physical plant and improvements are added to the long list of items the legislature will review during the next 20 days. The record recommended expenditures of $490.2 million fiscal year within a dollars during the 1970-7- 1 balanced budget indicates that the states economic 2475 South Main. Subsequent budget sessions will surely look objectively at the pattern set by this first session. Precedents and guidelines developed by the legislature will directly effect the future welfare of the state and its ultimate yearly progress for years to come.
