C HORNUNG San Juan Drive Hemet Calif TO THE EDITOR As R Representatives we came cameto cameto cameto to to the Legislature to represent the p people ople thinking that their overwhelming vote indicated that they were dissatisfied with the way the government was going going gong go go- ing ng and wanted a change This was indicated by the landslide landslide landslide land land- slide vote for the Republicans and the rejection of all of the constitutional amendments on the ballot by the previous legis legis- lature It appeared that people had lost confidence in what the previous legislature had been doing Also in a special election in August of 1965 the voters in two of Utah's most populous cities Salt Lake City and Provo decisively turned down the Urban Urban Ur Ur- Ur ban Renewal program enacted by the 1965 Legislature by a vote of 6 to 1 and 3 to 1 The 1967 Legislature unfortunately unfortunately unfortunately failed to heed the mandate mandate mandate man man- date of the people by not repealing re re- re- re pealing aling the Urban Renewal Enabling Enabling Enabling En En- abling legislation when they had such a wonderful opportunity This Legislature expressed a desire to hold the line on increased increased increased in in- creased taxation and for the time being have kept that prom prom- ise However it has laid the groundwork for a massive program program pro pro- gram of federal aid along with the controls and directives that go with it Much of our time in this session session session ses ses- sion of the Legislature was consumed consumed consumed con con- in fn enacting the compulsory compulsory compulsory sory federal aid directives which are inherent in federal aid laws which we were simultaneously accepting Hence there were many no votes expressed by those of us who felt that our rights were being placed in jeo jeo- pardy We join with President Barlow Barlow Barlow Bar Bar- low of the Senate in his concern over the future increase in state taxation which these federal programs programs pro pro- grams will bring However our greater concern is the ease with which this Legislature accepted every federal program offered fully realizing that our state government government government gov gov- must increase in size and expense to conform to the federal directives in order to obtain obtain obtain ob ob- tain the federal funds It is evident that forces favoring favoring favoring favor favor- ing federal domination have influenced Influenced influenced in in- much of the legislation enacted this session J.
