Not Bound To Accept 1313 Metropolitan Government Jurisdiction of World Court A basic change in the relationship of the United States to the World Court is being proposed: the abolition of the Connally Resolution. Below is a summary of the background and reasoning behind the Part III This reporter, while waiting to talk to the Mayor, glanced into the bookshelves in the reception room. Among the several books were; "THE STATES AND THE METROPOLITAN PROBLEM," a report to the Governors Conference, The Council of State Governments, 1313 East 60th Street, Chicago, Illinois, Study directed by John C. Bolin. Another book was PLANNING 1955, Select-e- d papers from the Annual Planning Conference of the American Society of Planning officials meeting jointly with the Community Planning Association of Canada, Montreal Canada. Published by the American Society of Planning Officials, 1313 East 60th Street, Chicago 37, Illinois. On page 60is a Jiapter " ' Metropolitan Government The first paper is by John F. , Wilmott (see American Statesman; Vol. 14, No. 6 & 7 on 1313 Metropolitan Government) the paper identifies Mr. Wilmott as Executive Director, Dade County Research Foundation, Miami. m It Work? I will quote Mr. Willmotts own words; page 62, bottom of the page and continuing to page 63; - A constitutional amendment authorizing Dade voters to set up a new municipality, called Metropolitan Miami, under a home rule 1- charter ... Retention of the city of Miami and all other existing municipalities unless their citizens desire other wise. 2- - - Retention of the independent school system - at least for the present. I will vote only for candidates who will refuse to appropriate taxes to support communism and socialism, either at home, or abroad. The so called foreign aid program has not only been a failure but it has been used to bolster the faltering economics of communist and socialist governments all over the world. Since both of the major political parties hpve gone to ridiculous extremes to call everything in our daily lives a part of the defense program, when I say I stand for a strong, vital and honest defense program, I do not include socialism, welfare statism, fascism and governmental intrusion into every facet of our daily lives as a necessary part of the defense program. I stand in positive support of our Constitution in demanding - that candidates adhere to the letter and the spirit of their Constitutional oath of office and I will fight against any candidate who holds with Dwight D. Eisenhower that our Constitution is a relic of the horse and buggy days. This is a VITAL ISSUE which has too long been ignored. I stand with the majority of farmers in demanding their reinstatement as first class citizens, men and women who do not stand in line whining for something for nothing charity. I stand for the immediate abolition of all farm subsidies and of subsidies for any segment of our free and private enterprise economy! I stand firmly and unalterably for our Republican form of Government, as guaranted by our Constitution, as opposed to the decadent and totally reactionary socialistic forms of government being foisted upon us by men who have sworn to protect, preserve and defend the Constitution of the United States. I stand for the Connally Amendment, the enactment of legislation duplicating the Brlcker Amendment and call upon all respect-(Coon Page 4; Col. 3) ' nt Conservative Candidate Clifton Names r. Camp Robert Clifton, candidate for Congress, 22nd District, California, has announced the appointment of John Gay as his campaign manager and chairman of the Clifton for Congress Committee. Mr. Gay has been serving as 3rd of the Consumers Protective League for the past year, and is anxious to further serve the com-- , munity by supporting Mr. Clifton. Cliftons platform includes such issues as repeal of the 16th (Income Tax) Amendment: eliminiation of excess Foreign Aid; formulation of, and adherence to a set foreign policy; and a repudiation of socialVice-Preside- nt ism. Speaking at the home of Mr. and Mrs. Harold Burch, Clifton told his committee: The end objective is not that I be elected to the Congress of the United States, but rather that we win back for all Americans the freedoms which we 'once had; and to bring back decent government by respectable public servants.
