Bracken Lee Comments Part XII of Action Survey As in previous articles in which we are endeavoring to reply to statements from the United States Congressmen and Senators who are opposed to the people's right to vote upon the repeal of the Personal Income Tax Act, we continue with this article replying to Congressman lack Westland, (R. I Dear Leer In response to your letter of October 8 concerning the 23rd Amendment, L of course, would like to see it repealed. Who Wouldnt? The fact of the matter Is I believe it entirely unrealistic to think along these lines. To repeal the income tax. would not solve the question as to where the money would come from to pay for our national defense, veterans' benefits and all the other expenses of the Federal Government, some of which could be curtailed but most of which are either of such a nature as to be absolutely essential to our national security or impossible to eliminate substantially in the forseeable future. For my own part, I am not going to support the proposed 23rd Amendment and for me to advocate the elimination of income taxes without making other provision for federal revenue would be the height of irresponsibility. While he makes this statement for himself and then assumes that everyone would like to have the income .tax. repealed, .he does not speak the truth either for himself or others. If he honestly wanted to see the tax repealed, he would not only support the right of the people to vote upon this question, but would work, talk and write letters indicating support of its repeal Many Are Richer Many Americans believe in the income tax, just as he does, because they believe it is a good tax, or they hold a government job which would be lost if the tax were repealed. Economy Reports Walter Harnischfeger In less than four weeks the Congress will be engaged in its perennial controversy over Foreign Aid, a program which already has cost the American taxpayer more than $80 billion, not including American generosity, both Government and in countless other forms for generations. In January of this year, the White House requested another staggering foreign aid appropriation of $3.9 billion, an amount approximating its usual annual requests for the Giveaway program since the Marshall Plan was instituted as a temporary device soon after World War II. The $3.9 billion was cut by an aroused Congress to $3.2 billion after the greatest fight in foreign aid history.
