But these requirements are regarded as basic. Definite need for Federal action in at least seven areas is neen by Robert F. Kennedy, committee counsel, after considerable experience in this field. He listed these areas as: Misuse of pension and welfare funds, lack of democratic procedures, use of violence and use of union funds, misuse of terrorism, use of boycotts, and use of members dues for political mis-trusteeshi- purposes. Present indications are that there is more liklihood of big strikes next year than any time since 1946. Some of the big companies are building a strong case against union demands being formulated for 1958. If the atmosphere then should be surcharged with strikes, and if there should continue to be startling revelations by the McClellan committee, the chances of labor legislation may be more favorable next year than at any Act time since the was passed in 1947. And it was passed as a direct result of labor irresponsibility. The McClellan committee already has enough good tips to justify continuing the investigation for at least two years. (In fact, one committee member said five years.) Approximately 60,000 letters complaining about malpractices in labor unions have been received by the committee during the eight months it has been investigating union activities. The committee estimates that 80 of these came e union memfrom Taft-Hartle- y . rank-and-fil- bers. Automatic wage progression C'56 i WATERFILl AND FRAZIER Tough' Inmates A suggestion made by Wyoming Gov. Milward L. Simpson Wednesday for regional maximum security prisons to handle the toughest convicts was endorsed and expanded by Gov. George D. Clyde. Utahs chief executive approved Gov. Simpsons proposal as a good idea but urged the idea be expanded to include regional prL sons for women. Colorado, under a contractural arrangement, has been making room in its penitentiary for wo- men prisoners sentenced in Utah. I just learned the other day that weve got to make other arrangements, Gov. Clyde said. Colorados facilities are no longer adequate to accommodate the extra load. Utah, he said, will have to provide facilities for its own women prisoners in the future. Veritable Fortress Gov. Simpsons plan was to secure contributions from western states for a veritable fortress to imprison the toughest felons from all the participating states. It would allow each state to handle within the present institutions the prisoners who can be rehabilitated. Gov. Clyde said he would call a special meeting of the Utah Board of Corrections to discuss the proposals for regional security and womens prisons. Gov. Simpson was quoted as saying he would either submit his plan to the 11 Western States Governors Conference or individually to the governors of adjoining states. Flan Has Merit Gov. Clyde said of his colleagues plan, Off hand, it has some merit. It certainly doesnt pay each state to maintain its own no maximum security prisons one state can afford to do it. Nor can the individual western states afford to maintain prisons for women, he said. The purpose, in both cases, would be to save money in the construction and operation of the prisons. The regional maximum security prison, according to Gov. Simpson, would have an additional purpose. A hard core of incorrigible inmates stir up trouble in state prisons and prevent the rehabilitation of other prisoners. The hard core, which the governor described as trouble makers and bad boys would be isolated in the regional prisons. DISTILLERY COMPANY. BARDSTOWN. KENTUCKY Friday, September 27, 1957 Utah Fish And Came Mews Utah deer hunters may go afield early this year in three areas where the regular license and big game tag can be legally used prior to the general opening of the deer hunting season set for October 19, the department of fish and game reminded today. Board of Big Game Control regulations for the hunts this year set earlier seasons for the Manti Mountain, San Juan and Vernal-BluMountain areas. Reason for the earlier season dates was the need to attract hunting pressure into these areas where the deer herds are seriously out of balance with the available forage. The San Juan and Manti hunts both get under way one week earlier than the general season on October 12. The Blue Mountain area, a small segment of herd unit 26, may be hunted one weekend earlier still, or October These three earlier regular license hunts and pertinent information about each were listed as follows by the department: Manti Mountain Season dates are October 12 through November 3. Area includes part of herd unit 32, all of herd units 33, 34, 35, 36, 37, 38, 39, 40. The regular tag and license may be used for taking either a doe or buck. In addition, the whole area is open to the taking of one additional doe per hunter during this season by those hunters who have purchased an additional doe tag. These are available at license agents in counties adjacent to the hunting area or at department offices in Salt Lake City. San Juan Season dates are October 12 through November 3. e 5-- 6.
