First known as the National Womens Clubs of America, the GOP Womens Club movement was organized during the height of the Roosevelt era, when the Republican Party was at a low ebb. Realizing the growing need for womens work in the Party and the possibilities for utilizing Republican Womens Clubs that were springing up throughout the country, the first meeting called together women of the National Committee and club leaders in states where these clubs were organized. Mrs. James Arneill of Colorado was lected its first president. The movement had been underway or some time as it became apparent that the womens clubs could give more effective service to the Party if organized' as' a national unit with an overall program for political education and action. Early records of the Federation show there was much discussion of policy at one time on admitting men in special categories of membership. It was finally voted that any club might be permitted to admit men to membership, provided "they are not allowed to vote in the meetings or hold office in the clubs. Many clubs today have auxiliary clubs known as "RAMS. Republican Auxiliary of Men. Composed of 13 State Federations and 74 individual clubs when organized, the National Federation has grown steadily. Today, under the leareship of Mrs. Carroll D. Kearns, wife of Rep. Kearns of the 24th District of Pennsylvania, the Federation has over 500,000 membrs in 46 State, 'the District of Columbia,-Hawaii- , and Alaska.
