Phone EL 5-68- 51 I had the privilege this week of joining with Sen. Frederick G. Payne (R., Maine) in introduction of a bill to revise the Federal budget and accounting structure. This bill is designed to implement many of the recommendations of the Hoover Commission estimated that if its recommendations were adopted, the saving would amount to some four billion dollars. At first, this may seem to be a fantastic sum to be saved merely" by changes in accounting and budget practices. And it is difficult to say how accurate that estimate is. However, we do know that the savings would be tre- . it impossible in many cases to get the financial data it needs to analyze certain activities of government. In many cases the agencies themselves have no way of finding out the actual costs of certain operations. As a member of two committees concerned with this problem almost every day (the Finance Committee and the Banking and I have Currency Committee) been very interest in the studies made by Senator Byrd and Senator Bridges, both of whom have been attempting for several years to focus attention on the many loopholes that exists in our present ifscal system. The fiscal reform bill would do much to get our government agencies on a more businesslike basis. During the last decade there has been much progress in this field, but there is still much to be done. Scientists Favor Dispersion I was happy to receive word this week that the Federation of American Scientists, one of our most important scientific groups, has announced its support of S. 1200, a bill I introduced to promote industrial dispersion. The FAS sent word this week to Sen. Clinton Anderson, chairman of the Joint Committee on Atomic Energy, urging passage of the bill during the present session of Congress. I had previously received promises of support from the Department of Defense, the Atomic Energy Commission, and the Federal Civil Defense Administration. As the scientists pointed out in their letter, it is alarming to see the contrast between the emphasis on conventional military arms and the neglect of passive defense measures such as industrial dispersion, which can be so effective in reducing our vulnerability to atomic attack. I am hopeful that this bill will receive early, consideration by the committee.
