(From the Ely Times.) When Nevada suffered a loss of approximately $500,000 as a result of defalcation by the state's treasurer and comptroller the press of Utah was severely critical of the auditing system that permitted such a monumental steal extending over a period of years. With the defalcation of over $100,000 by Utah's deputy 'state treasurer, the Utah press is given an opportunity to talk about the weakness of its own auditing system which evidently was not functioning at all, the books of the treas urer not having been audited for something like seven years, Nevada's embezzling officials went about their work in an intelligent way that made it most difficult of detection set up, comprising the treasurer, the With a comptroller and the cashier of the depository bank the cash could be juggled back and forth to suit the exigencies of the occasion. In the case of Utah the loss can only be ascribed to gross negligence on the part of the auditor and other officials whose business It Is to see that an audit is made with reason' able frequency. Perhsps the shock that the Utah officials have received by virtue of the reckless and unhindered steal of the deputy state treasurer will jolt them out or me lethargic mood which has taken possession of them and cause them to put in operation the rusty machinery that was created to safeguard the finances of the state and protect it from being dissipated by officials who have formed sporty, extravagant habits that require much more money than the legislature has provided for their salaries. When a man is known to be earning several hundred dollars a month and spending many times that much in unrestrained gambling, the suspicion of close observers should be aroused. EvidenUy there were no close observers in Utah as far as the deputy state treasurer was concerned. three-corner- ed THE LEGISLATURE. Not in many years has a legislature been faced with the problems which this legislature which convenes next Monday will face. It is up to that legislature to handle those problems in an intelligent way and in a way which bring the greatest good to the greatest number. One of the first things which the new legislature should do Is to take steps to see that the various committees func tion, and function all the time. One of the most disgraceful conditions possible in the political procedure of the United States or the scales thereof is the jam, Jam, jam of work in the closing days of the congress or legislature. There is bound to be more or less of a rush at the close but this thing of wholesale striking of the enacting clause in the closing minutes is not necessary providing the committees work as they should. Proper selection of material in committee, proper guiding the measures through the houses, more work in committee and less sitting with the feet en the table, more statesmanship and lesg politics will result in intelligent handling of the various bills. In previous years the house and the senate of Utah have gone into the last day of the session with as many as 100 bill on the calendar which had progressed no farther than the first reading. The bills were handled during the final day. They were not handled intelligently, however. Good luck and good politics ruled better than did good judgment Let the new legislature set a record for getting down to business. Let it not permit the debate to reach the blah blah stage. Let it remember that it has but sixty days to do its business and that it should begin to function when the first gavel falls.
