Show the ' X ENTERPRISE P:i Miners cant afford fees i The high cost of joining the Utah Mining Association and the pressure of government regulations has spawned the formation of an association r designed for small miners, r ac-;- 4 cording to Karla Nystrom, president of the Utah Small Miners and Prospectors As-- v sociation. We wanted to join the Utah Mining Association but found the annual dues much too high for the average small said Nystrom. The miner, annual fee for membership in the Utah Mining Association is $150 plus a membership assessment. The small min-- . ers associations fee is $5 annually. The new association currently claims 87 members. Nystrom added extensive cooperation between the Utah Small Miners Association and ; i ; other similiar organizations in Nevada, California, and Oregon is in the works. The association intends to be a lobbying organization attempting to deal with government regulations that affect the small miner. The laws being considered today by the federal government could very well put the small miner out of business, Nystrom charged. We decided there was a real need to be represented politically. Nystrom, who also owns the Kingston Mine, said the Bureau of Land Management will be a frequent target of the new association. Private and Group Lessons Available City building on the upswing Salt Lake City experienced a significant monthly rise in the number of building permits issued during February, according to the Building and Permit Services Department. The total number of permits granted by the city last month came to 139 versus 116 during January and 118 in February 1977. Value of the construction authorized by permits during February totaled $7.2 million, or 81.8 percent above Januarys $3.96 million. The latest figure, however, represents a 58.9 percent drop in estimated value from February 1977 when the total reached $17.53 million. Last February was skewed, however, by including the building permit for the Bicentennial Arts Center. Residential permits issued during February rose 162 percent from the previous month and showed a gain of 279 percent over the levels established in February 1977. In the latest month, residential permits issued numbered 95 for a value of $2.65 million. In the previous month 62 residential construction permits were valued at $1.01 million, and last years February shewed 79 permits valued at A$699,331. permits numbered 44 at a value of $4.56 million.
