The vacancy rates are the lowest they have ever been and no new inventory of rental units appears on the horizon. Nationally, the vacancy rates have dipped below five percent -in Utah that figure is under three percent. Apartment house construction has slowed to a standstill partly because of low rents, high construction costs and arbitrary local government policies. In this column some months ago I predicted rising apartment rents in Utah because of the low vacancy rate and because the cost of purchasing and carrying the monthly payments on a new home has risen exceptionally high. But the rents do not seem to have budged at all. There is no question about higher costs of construction. Land costs, too, have risen rapidly so that the unit cost for land is higher now than a year ago. This factor propels the developer to seek greater density of units per acre or higher rents. Since there isn't much upward mobility in rents the developer is forced to seek a greater density. As a result, local governments have been plagued with projects which increased traffic congestion and put a heavy demand on services. Then there are local government policies, generally drafted in an atmosphere completely oblivious to reality. Many suburban Salt Lake communities will not even permit apartments or they restrict them with such strict rules they become impossible to build. a M-l-lf- ll.lll.lll. Xt.9ft.7t f 00) On top of this. Salt Lake City comes along with new requirements in its zoning ordinances which will have the effect of reducing the density of units per acre and raise the costs beyond what a developer can meet. Whether the city fathers realize it or not, they have effectively stopped the development of any future apartments in Salt Lake City at least until rents increase greatly! Under the proposals to be adopted this week by the city commission a developer would have to increase the number of parking stalls for cars and the amount of open space. I find the move to put more stalls on close-i- n apartment houses questionable in light of the public policy of encouraging the use of mass transit. We should be encouraging less reliance on the automobile by restricting its use in the inner - city area. The open space requirements arc also devastating. I'm looking at a piece of ground on which I could build 24 units under the present zoning at a land cost per unit of $3750. Under the new rules I could probably only build a x at a land cost of $15,000 per unit. The project is obviously not feasible Now the calculator with the coffee break key. While I'm sure the city commission means well in its intention to revise these ordinances, I believe the net result will not be what it expects. The net result, in my opinion, will be continued deterioration of the central city area, declining tax base in that area (at least when considered relative to the growth rate of the tax base in other areas) and an increase in social problems there. In time these problems may be corrected by the marketplace. But the citv has much to lose before then. |
