TRI-LEV- EL COMPLETE JANITORIAL SERVICE WINDOW CLEANING ONE TIME CLEAN-UP- S Resolutions: Trivial, Vital byJerrald Conder Resolutions are the manner in which legislators express collective feelings about something. They have no legal force or effect and, in my opinion, accomplish very little but the waste of legislative time. In every session I have witnessed, there are at least five or ten resolutions expressing condolences to survivors of departs (dead) dignitaries or notables. Some of these are a year or so after the fatal event and I am sure are enjoyed and appreciated by the recipients. I think a sympathy card signed by those who wish to sign is not only more appropriate but considerably less expensive. Some resolutions are necessary because they tell the Legislative Management Committee what to study in the interim period between sessions. Lots of bills that do not have sufficient support to become law during a session end up as study resolutions to keep an issue alive. For instance, there is a proposed study to review the way property tax is computed and procedurally handled with specific direction to present changes. This sounds good on paper and a study of this nature is important and needed. However, the cynic in me says that unless it is a little more specific and appropriates a specified sum of money to complete a study of this nature, it will be about as successful as watering your garden with an eye dropper this summer. Another resolution directs a study to discover a logical and fair manner in which victims of crime can be compensated for their injury by the state. I like the resolution and I like the moral approach I feel will be taken because of it. I don't know if I will like paying for the legislation which will probably result in some future session. Representative Garth Jones has a study resolution which is really important in light of the present water shortage. H.J.R. 33 proposes to study irrigation water usage. Since Representative Jones is chairman of the House sifting committee, my bet is that we will see such a study. Representative Ron Halverson has a resolution H.J.R. 50, proposed to study the state's role in solid waste management. In light of the present problems faced by Salt Lake City and County, a study of this nature should, in my opinion, be of the highest priority. Again, however, I am concerned that the resources available for a complete study may not be made available. My favorite resolutions are the epitaphs we send to the President and Congress telling them how we feel about vital national issues. These are the biggest time wasters. For instance the House of Representatives recently spent three hours debating Roger Livingstons Human Life Resolution, H.J.R. 28, which encourages Congress to prevent all abortions. Debate on the floor of the House on the part of the feminists and clear thinking individuals should have been aborted earlier because they knew there was little chance in stopping such a message from being sent to Congress and the resolution passed. It will also pass in the Senate and I am certain will be sent to Congress and filed accordingly. Resolutions of this nature received by Congress are treated in the same manner as mimiographed letters from constituents. The problem with resolutions like these is, that once in a while something happens as a result of them. Take for instance the Senate resolution entitled Day of Prayer for Weather Relief which has already been signed by the Governor as a concurrent resolution. We got snow and rain didnt we. Perhaps Senator Art Kimball will change his vote in the future on such prayer resolutions because he has now been convinced of their usefulness by the Legislature.
