Show Enterprise Review , March 31, 1976 Controversy Shadows Legislative Reorganization continued from page lb that many members are neither technically qualified npr deeply interested in important subject areas to which they are assigned, and that hard decisions are rarely reached in politically-sensitiv- e areas. Supporters of legislative reorganization, on the other hand, feel that the program provides better continuity between interim and activity and that it effectively answers the charges of rule by clique that were in-sessi- brought on against the old system. Regardless of the merit, or lack of. merit, of the new program, many observers feel that existing patterns are unThe likely to be changed, Foundation reports. The rank and file of legislators are believed unlikely to relinquish the positions they now hold, and return control of critical areas to a designated few. An important feature of the reorganization program was establishment of the office of Legislative Auditor, the Foun dation points out. In establishing this office, by const- itutional amendment and subsequent statutory provision, Utah did not abolish the office of elected State Auditor and now has two separate auditing authorities. The two offices have to date worked without serious conflict, but this appears to be due primarily to the ability of the two incumbents to work harmoniously. With the certainty of a new elected auditor next year (the State Auditor may not serve consecutive terms under the Utah Constitution) the future appears somewhat uncertain. While there are no legal definitions of how the workload should be divided between the two auditors, Utah organization of block owners. Skywalks connecting the Regent Street parking structure and several buildings facing Main Street have been under consideration by owners for some time. Owners of the block first met with the city Redevelopment Agency January 29, 1976. Within three months they have proposed a plan and appointed an architect. (Owners of Block 69 took 4 years to do the same thing.) Jeff McBeth, former manager of the firm, recently took a position with a southern California carpet company. At that time, Howard Clark took over general direction of the firm,, and decided to subdivide the store into five different divisions. We will be naming five new divisional managers in the very near future, Dark stated. In addition to appointing the new positions, Clark said the firm will employ five new people by year's end. The number of new businesses and the growth of existing ones in the state has meant a substantial increase in sales volume for us, Clark stated, adding new energy companies in eastern Utah have been a major source of business for the firm.
