We recognize the need for some financial assistance under some circumstances, but resist any movement to provide free education to the entire school population. DAYLIGHT SAVINGS TIME Either stay on standard time or daylight savings time; dont keep changing. REVOLVING FUND We feel there is a need for more money to be used for improvement of privately owned grazing lands. We recommend funds be made available by the State of Utah in the form of a revolving loan fund. This fund could be administered by the State Department of Water Resources. Farm Burear, in cooperation with Extension Service and the Utah Department of Agriculture, conduct an educational program throughout the state to inform farmers and ranchers on the proper use, storage and sisposition of. pesticides. the Cooperative RODENT CONTROL With the large increase in rodents and harmful birds, we recommend the Utah State Department of Agriculture make poison bait available for farmer use at reasonable and economical prices. Inasmuch as the Utah State Tax Commission is given the power to make such investigations as it thinks necessary to and assess property for the purpose of of the tax load, we feel all types of taxpayers equalization should be subjected to similar treatment We therefore feel it imperative that Farm Bureau, on a state level, and each County Farm Bureau in its respective county, keep alert to the activities being carried out and insist that farmers be treated equitably with other taxpayers. FARM TRUCK COVERING We will look into the legal aspect of requiring farm trucks to be covered. If this is done arbitrarily by the highway patrol, we should be given reasonable explanation as to the purpose. We also feel all truck users should be careful and not litter highways unnecessarily as such action results in strict enforcement of litter laws. METER FUEL DELIVERIES All agents delivering fuel to farms should be required to dispense fuel through a metering device set to zero and accompanied by a stamped invoice. The invoice should be stamped upon completion of delivery of fuel showing quantity delivered. BURNING ACT We should work to retain the present agriculture burning law. LIVESTOCK THEFT Theft or shooting of livestock is a serious problem. We believe better enforcement of the laws on these crimes is needed and urge law enforcement agencies of the state to lend their efforts in this direction. MOBILE HOMES Mobile homes should be taxed on a similar basis as per- manent dwellings. RECIPROCAL AGREEMENTS are necessary to improve states with relation to the between reciprocal agreements use of farm trucks. We will make such efforts as VOCATIONAL EDUCATION Farm Bureau has always been a strong supporter of vocational and technical education and there is now a strong move underway to secure funds to better finance these vocational institutions. We recommend funds be made available to build schools so an acceptable vocational program can be made operative in a minimum of time. We cannot postpone support of these institutions. DEER HUNT We favor one deer season f or all weapons to be held during thr regular October hunt. We commend enforcement officers of the Utah State Department of Wildlifef Resources for their aid in apprehending livestock thieves. We urge individual livestock owners cooperate with law enforcement by swearing out complaints against people apprehended in these crimes. We urge livestock people to initiate action by law enforcement agencies to conduct night checks and road blocks to detect livestock rustling. Further, we recommend law enforcement be improved in all segments including more public involvement to assist proper law enforcemnt. BRAND INSPECTION We feel there should be an improvement in enforcement of the state brand inspection progrtam and will cooperate with the Utah Cattlemens Association to provide this improvement interfering with complete and uncomplicated transfer of land to our legal heirs. Farm Bureau Dairy Committe to be alert to the annual financial statement of the Utah State Dairy Promotion Act, and make recommendations as to how this statement can be presented to the dairy farmers of the state. We also ask that the financial statement be published in the Utah Farm Bureau News. POLICY RESEARCH COMMITTEE This committee shall be appointed annually by the President with the consent of the board of directors and shall be designed the policy research committee. The function and responsibility of this committee shall be limited to Farm Bureau policy development process to include the following: 1. To formulate and recommend to the board of directors a plan to annually surface and identify a list of issues of concern to Utah agriculture. 2. To study these issues in detail, including interviews with resource persons having expert knowledge of these issues. 3. To compile research information and distribute to county Farm Bureaus for consideration. 4. To prepare a first draft of language on this researched information and other matters coming to the attention of the committee for distribution to county Farm Bureaus at a date early enough to allow consideration, modification, adoption or request deletion during the county annual business meeting prior to the state convention. 5. To recommend to county Farm Bureaus, the voting delegate body and the board of directors metnods or procedures for improving the policy development process. 6. To compile and sift recommended resolution: submitted ny county Farm Bureaus, the state boaxd of directors or other groups, and to prepare recommended resolutions reflecting these issues as researched by the committee These recommendations shall be subject to the approval, modification or deletion of the official resolutions committee prior to being submitted to the voting delegate body. 7. To act as spokesman for the official resolutions committee before the voting delegate body by presenting proposed resolutions as adopted by the resolutions committee to the delegate bod(y and by by responding to questions from delegates on the issues. EXPRESSION OF FARMERS' VIEWPOINTS We believe every farmer should make a specific effort to let his views on pests and predator control be known, especially should the U.S. Senators and Representatives be made aware of these feelings through a letter and phone campaign.
