The present reported Communist Party membership in America is only the leader ship corps. Hundreds of thousands of dedicated Communists and fellow-traveleare at work. They have been able to affect national policy and influence public opinion. They have lowered the moral standards of our society. But we let them do it! -travelers Looking Ahead by Dr. George S. Benson President NATIONAL EDUCATION PROGRAM Searcy, Arkansas i A WILL AMERICA SURVIVE? Hardly any American would subscribe to the propaganda admonition: Better Red than dead!" And not many Americans could accept the 'proposition that unless we bolster our nations moral (as well as military) strength, we may indeed become Red (Communist) or die as a nation. Not many recognize that our moral strength, as well as our military strength, is dissipating. For reasons that few clearly our American understand, is society decaying. The will to survive, at any cost, is dying. This was the warning I endeavored to present to our 35th annual Freedom Forum in the American Heritage Center at Searcy (Arkansas). We had more than 400 conferees in attendance, representing about 25 states. Among them were adult thought-leadercollege students and high school pupils. I talked about the first responsibility of government, the first consideration of any society of people: survival. I went back into history to show that 19 of the 21 civilizations of mankind had died because of internal decay and the lack of the will to survive. The two others were conquered because they, too, had decayed within. s, rs Falter the-mor- Japan. The moral rehabilitation, to be genuine, will require a return to humility and faith in God. This is the most crying need. But there is another need the need to survive. To develop the will to survive we must do three things: 1. We must convince the public that we are in danger. 2. We must convince the public of the undesirable alternative (Communism or totalitarianism). 3. We must convince the public that we can survive. Will we do these things? I do not know. The people who tried to save Greece couldnt. The people who tried to arouse Rome to her dangers failed. The socialists succeeded in taking over England. This is the pattern in history. Do we deserve to have freedom and the measure of prosperity that our American system has produced? This is a question every citizen must answer for himself. Those who answer, No, are the force that can lead the way to survival. Our and blessings are if we falter as a people ungrateful, unfaithful, the blessings of liberty and life will disGod-give- n, appear. Two More DES Positive Samples The U. S. Department of Agriculture reported finding diethylstibestrol (DES) residues in two liver samples from steers analyzed by the Federal meat and poultry inspection program. USDAs Animal and Plant Health Inspection Service reported one positive liver sample was from a steer presented for slaughter by Cohen and Baker Feedlot, Oregon. The liver sample contained 1.9 parts per billion of Her-misto- n, DES residue. A second positive liver sample came from a steer presented for slaughter by Central Valley Feed, Imperial, California. The liver sample contained 2.2 parts per billion of DES. APHIS officials said no residues were found in muscle tissue. The two animals had been certified as meeting the Food and Drug Ad- ministrations requirement for withdrawing livestock from feed seven days prior to slaughter, officials said. Positive results have been reported to FDA, which has jurisdiction over animal feed additives. Todays reported findings bring to 24 the number of positive samples found since the mandatory DES certification program began January 8. These samples, from a statistical sampling plan designed to monitor the national incidence of DES, represent 1.3 percent of the total 1,831 samples analyzed this year. DES-containi- ng The Breakdown But in 25 years America has changed. We have entered two Korea and Vietnam wars without the will to win. Atheism has surged into competition with Faith in God. Obscenity and pornography have pushed aside decency and are eating away at character. The nation has been torn with disunity. Patriotism has become the object of a Big Smear. Loyalty to nation has slipped. Unilateral- - disarmament policies have decimated our relative military strength until we are today second to the Soviet Union. I am not one who sees a Communist under every bed. But I must say that some of the breakdown in our American society (now in its early stages) has been brought on by a dedicated force of Commu ESTATE By John S. Each was for a time at the pinacle of world leader, ship. And yet, the average period of superiority for each was about 350 years. Greece and Rome perhaps were outstanding. But after a brilliant history, each moved down the western slope to oblivion; not much has been built back on the ruins of either. America was by far the world's strongest nation at the end of World War II, the recognized leader of western world civilization. Militarily we were supreme. America was the greatest friend and benefactor to the smaller powers of the world. We were giving more aid to needy nations than was all the rest of the nations of the world combined. WHAT JOINT QUESTION: Will not joint ownership of our farm and investments reduce the cost of settling my estate? The answer to this question depends upon many factors ; size of estate, arrangements made before death for the continuation of the business, type and magnitude of other investments, etc. However, lets first define ownership as when two (or more) persons own property together. When an owner dies, the property automatically passes to the survivor. Joint ownership normally allows either owner to transfer his interest during his life unless the ownership is Tenants by the Entirety (joint ownership of husband and wife). It is true that jointly owned property may save some administration costs. However, the additional costs that may result from being unable to direct a portion of your estate in a non marital deduction trust could far will be about $4,800. Now lets look at the tax upon your widows death, assuming the full $200,000 is still intact Unless she remarries, she will not be entitled to the 50 percent marital tax deduction, so the federal tax on her estate will be about $50,700, or total of taxes in the two estates of $55,500 leaving approximately $144,500 for your children. If the $200,000 was not in joint title, you could leave 50 percent to your wife and the other 50 percent in trust to your children with your wife having a restricted life use of the childrens share. Your wifes estate upon her subsequent death, would consist of the 50 percent ($100,000) which passed to her free upon your death. The federal tax would be $4,800 making a total federal tax on both your estates of about $9,600. This could mean your children would ultimately receive about $45,000 more if your property was held in a single name title instead of a joint title, or, to put it another way, over 20 percent of your estate would go for the convenience of having all of your property in joint title and possibily saving some administration expense. Constitutional Amendments There will be four constitutional amendments to be voted on this year at the general election. Three are quite simple, but one is long and very involved and will need much study. The election will be over before our policy action is completed so we cannot depend on guidance from this exercise. Allen Olsen The tragedy at Rapid City, South Dakota, and at Buffalo Creek, West Virginia, resulting in the loss of many lives and almost unbelievable damage to property has caused Congress to undertake action to secure dams that may be in jeopardy. Senator Henry M. Jackson of Washington has introduced a bill to something about the problem. Senator Wallace F. Bennett has of the bill. become a In explaining his action, Senator Bennett said that This proposed legislation, aimed at assuring the safety of dams throughout the country, will be the subject of Senate hearings on July 20. I am supporting this bill because of my interest in obtaining do or assistance to repair a dam at Cedar City, Utah, he said. The Cedar City dam was built by the CCC during the depression. The dam has deteriorated and is now a flood hazard. However, the city has been unable to obtain government assistance to repair the dam. The Utah Lawmaker explained, This new legislation provides: (1 ) Technical personnel and facilities of the water resource agencies in the Departments of Interior,' Ar- my, and Agriculture-acti- ng through a Water Resources Coundl-wou- ld be available to assist states in reviewing dam design prior to licensing, inspection of existing dams, and design of appropriate remedial actions for unsafe conditions which are discovered; (2) In order to qualify for assistance, a state would be required to have a program for licensing the construction of dams and regular inspection of existing dams, and to have a designated, technically competent official with authority to enforce measures to insure the safety of both new and existing dams. Senator Bennett pointed out that there are over 30,000 dams and reservoirs in the United States which are under state supervision. Many of these are old dams built, as the Cedar City dam, during the 1930s and are not sufficient to sustain the impact of flood flows. Some of these dams have not been inspected or repaired in years, he said. The National Safety of Dams Act must be passed in order to assure those living near these dams that their lives and property are safe. Safer Tires For Tomorrow New demands, technology, and regulations in the 1980s will bring significant changes for U.S. car owners and for the tire industry that saves them, according to Chemical Engineering News. A special study forecasts a shifting pattern of consumer tire needs. Development of relatively commuter cars with pollution-fre- e limited range and speed may spawn molded or cast tires of limited performance, for example. Such cars may well capture one-fift- h of the total auto market by 1985 or 1990. The publication predicts that about 25 percent of tires produced for passenger cars will be radials by 1980, compared with a current 2 percent for new cars and 6 percent for tires as produced a that replacements. Its possible of set radials may be single suitable for all seasons. Sales of the rubber industry will about double to $20 billion annually by the 1980s, according to the study.
