Show Utah Farm Bureau News Seed Grain Law Page 6 Wage and Price Freeze Farm Bureau supports the President in his efforts to curb inflation. We feel however, that in order to bring inflation under control it will require a balanced federal budget and wage increases, geared only to increases in productivity. Farm Bureau should take a definite stand against spiraling wage and price increases by labor unions and industrial concerns. Welfare Programs We recommend that the following standard be adopted for welfare programs; 1. That recipients work for benefits where able to do so. 2. Careful review of qualifications of welfare recipients. 'Riose who are physically able to work should be required to participate in rehabilitation programs or face losing their welfare assistance. 3. Review salaries of administrators. 4. Exploration of the possibility of administering new programs through existing institutions instead of creating new ones. come through private enterprise whenever possible for building individual initiative and into taxpayers. Hanging 6. Persons unemployed by reason of strikes or whose refusal to accept employment should not be qualified for welfare payments. People who are on strike are not to be included in unemployment statistics. 7. We support the food stamp program as a means of helping those really in need. This program is now administered by the U. S. Department of Agriculture and should be continued under this Department with emphasis 5. That solutions "Tax-eate- rs on nutrition. We recommend a complete investigation of the present procedures for distribution of food stamps. Criteria established for eligibility and rite of payment should be manageable and assure that only needy people participate. Law Enforcement We recommend that courts uphold law enforcement officers and school authorities in dealing with vandalism and student riots. STATE ISSUES State Goverment Spending We recommend the state budget be more realistic in estimating each new fiscal period revenue to insure a balanced budget and allocation of funds commensurate with increases in revenue due to inflation and increased population. Federal Income Tax Code WHEREAS, the Utah btate Legislature voted that the Federal Income Tax Code be adopted by the State of Utah so that taxpayers could figure both their state and federal taxes from one computation; and WHEREAS, the Governor vetoed this bill; NOW, THEREFORE, BE IT RESOLVED that the Utah State Farm Bureau is in favor of this legislation, and particularly that portion pertaining to capital gains, and highly recommends that the Legislature pass this bill, and that the Governor sign it. BE IT FURTHER RESOLVED that Sections 318, 332 and 333 of the Federal Code also be included in this legislation as a part of this bill. These sections deal with the liquidation of corporations, whereby they can be liquidated without having to pay tax on the corporations Bulk Agriculture Commodities Meter Fuel Deliveries We ask that all bulk agriculture commodities be classified as non divisible on die overload permit being sold by the Utah Highway Patrol, therefore giving the full 25 percent increased load not specified in the permit. Waterways Legislation waterways legislation is being proposed for the state. Such legislation, if not properly drafted, could interfere with and impair the present rights of the water users of this state. Water rights are the same as property rights. We will oppose any legislation which would prohibit owners from developing waterways, structures, etc., or that would take vested water rights from the owner without his consent and without compensation. So-call- ed Underground Water The development of underground water in the State of Utah is essential to agriculture. The amount of underground water is unknown, therefore, we urge that the state agencies concerned with water resources study this problem to determine the number of acres that could be irrigated by it. Bear River Development We are in favor of the development of the water resources of Bear River. However, we insist that any future developments must be in accordance with die provisions of the original Bear River Compact In order to implement and stimulate research that will help dairy products compete more effectively on the market, it is suggested that we take the initiative in a Dairy Products Research Advisory Committee. This committee should meet once or twice each year with research workers at Utah State University who are active in dairy products research. Research needs of the industry and the feasibility of- specific research projects should be considered. The committee should be kept informed concerning progress and problems related to new product development and should consider ways and means of assisting the progress of research projects, marketing and legislative problems. Members of the committee should be leaders in the dairy industry who are interested in furthering research efforts to help milk and milk products find greater, acceptability through new or modified products. The committee should represent both producers and processors. It is further recommended that the director of the Agricultural Experiment Station at Utah State University be requested to appoint a University staff member to work with the proposed committee and to provide the committee with information concerning dairy product development projects at Utah State University. We further ask that the Utah Farm Bureau Dairy Advisory Committee work to secure the cooperation of the dairy industry of the State of Utah to change the laws to allow the sale of larger number and varity of products made with milk and at the same time implement legislation necessary to prevent items not made with dairy products from using symbols and devices in advertising and marketing which would tend to lead the consumers to believe they are purchasing a dairy or dairy related product. WE URGE IMMEDIATE APPOINTMENT OF THE DAIRY PRODUCT RESEARCH ADVISORY COMMITTEE Dairy Inspection We recommend that the inspection of Dairy Farms be placed in the hands of the Utah State Department of Voting Records Imitation and Filled Milk Products All producers of imitation and filled dairy products should undergo the same rigid sanitation inspections and restrictions as do producers of dairy products. Right to Work right-to-wo- rk law. Bangs Program Foreign Mink Imports Foreign imports are adversely affecting the mink dustry. We support action to limit such fur imports. in- We urge that the Brucellosis Vaccination program be continued and Farm Bureau dairy committee contact the Utah Department of Agriculture in regard to the program. Dairy Plumbing Code Driver License In order to eliminate from the highway the driver whose license has' been suspended or revoked or who does not have a current drivers license, it should be required that the owner of a vehicle show evidence of a current drivers license before he can receive his automobile license dates. Parents Responsibilities y We recommend that legislation be passed making parents responsible for the acts of their juvenile children. We urge the State Dairy Committee to sponsor legislation which will amend the plumbing code which states that all wash basins must be drained into a septic tank with an approved drain field. This works an undue hardship upon dairymen endeavoring to qualify for A.S.C. payments. Check-Off- All agents delivering fuel to farms should be required to dispense said fuel through a metering device that must be set to zero and an invoice stamped to read such and the invoice be stamped upon completion of delivery of said fuel showing quantity delivered. Sugar Beet Deduction We support the Sugar Beet Association in recovering the amount deducted by the U and I Sugar Company and not considered in the audit conducted by the Sugar Beet Association. Livestock Theft Theft or shooting of livestock is a serious problem. We believe that better enforcement of the laws on these crimes is needed, and urge the law enforcement agencies of the state to lend (heir efforts in this direction. A stricter enforcement of the brand inspection laws of the state would aid in the apprehension of those engaged in livestock theft. We commend the enforcement officers of the State Fish and Game Department for their aid in apprehending livestock thieves. We urge that individual livestock owners cooperate with law enforcement agencies by swearing out complaints against people who are apprehended in these crimes. We also encourage night checks and road blocks by law enforcement agencies to aid in detecting livestock rustling. Dairy Industry' Research assets. Legislators be published in the Farm Bureau News. Labor Adjustments law. Agriculture, and that standards be maintained high enough to qualify for interstate shipment. We recommend that the voting record of our State 1971 We recommend that migrant labor claims be presented or filed prior to leaving the state of employment and not to exceed 30 days. We recommend stricter enforcement of the seed grain - We support the December . Private Property Because of the wanton destruction of trespass signs making it impossible for a property owner to legally keep his property posted, we recommend that the law be changed to read, Private property shall be deemed open to hunting or open to fishing only when posted as such, or upon permission of the land owner, either by writing, or proper identification badges or by the Fish and Game proclamation on public lands, Be it also resolved that in addition to the $50.00 minimum fine already enacted by the Legislature, that if a person is found guilty of trespass, his hunting and fishing license should be revoked for a period of one year. Be it further resolved that we work with other farm organizations to secure the best legislation possible to achieve these goals. Burning Act We should work to retain present agriculture burning law. Water Drainage & Pollution Drainage and run-of- f from subdivisions, business, and parking lots is being dumped into agricultural waterways, which creates a serious water pollution and flooding problem. We recommend that all such future developments be required, as a condition of approval, to provide adequate facilities to handle drainage and run-of- f. Brand Inspection We support the State Board of Agriculture in its request for additional funds for brand inspection and that the inspection service be increased andor better apportioned to give more effective coverage of the state. We also ask Farm Bureau Livestock Committee in connection cattlemens association follow up in the activity of the State Safety Department in spot checking on trucks moving cattle within the state. We also ask these committees to seek better enforcement at public auctions. Tax on Inasmuch as the Utah State Tax Commission is given the power to make such investigations as it thinks necessary to reevaluate and assess property for the purpose of equalization of the tax load, we feel all types of' taxpayers should be subjected to similar treatment. We therefore feel it imperative that the State Farm Bureau on a state level and each County Farm Bureau in its activities respective county keep alert to the being carried out and insist that farmers be treated equitable with other taxpayers. We also suggest that policy be clarified with respect to obsolescence of farm equipment and the use of personal records for the identification of taxable property. ing Migrant Council Funding We recommend that the Governor stop the funding of the Migrant Council. s We favor promotion activity for agricultural com- modity organizations and are opposed to gevemmental promotion. We are also opposed to mandatory check-off- s, where there is no recourse open to the donor to request a refund of money collected from him. Minimum Wage We oppose raising the minimum wage for labor. Young people and students have difficulty finding employment where high minimums are the rule. |
