Show ON-CIRCULATI- p. The Utah Farm Bureau Is sponsoring a seminar on Water Rights and Wat- - er Pollution for all water users, Ir- rigators and Irrigation company officials. The program, which will feature Ellis Armstrong, Commissioner of the Bureau of Reclamation, Washington, D. C. will begin at 12:00 noon, February 9th, and end at 1:30 p.m., on February 10th. The conferees will . be welcomed by Governor Calvin L. Rampton, who has frequently expressed the desire to work with agricultural groups and others concerned with the development and conservation of water resources. Following Governor Rampton's welcome will be a keynote address, from Clifford Mclntire, Director, AFBF Department of Natural Resources, and former congressman from Maine, who has long been Involved with natural resource1 matters Other speakers slated for the seminar are, Hubert Lambert, Utah State Engineer; Lynn Thatcher, Assistant Director, Bureau of Disease Prevention and En -- r A vironmental Control; Dan Lawrence, on the difficulties of trying to plan for the development of a somewhat unpredictable resource, to be used by competing are also difficult to interests ment, U.S.U. define. Mr. Lambert .will discuss water rights and how they apply In the states future, his approach will balance water fairness with water rights. Mr. Thatcher will view water pollution problems from the regulatory agencys situation. He will discuss control standards and their development and their possible effects on water users and on those who may contribute to water pollution. the Dan Lawrence will talk about development of Utahs water resources with the many different kinds of future water users In mind. He will focus Dr. Petersen will cover water pollution problems as they affect agriculture, or perhaps, from somewhere on the other side of the spectrum from Mr. Thatchers position in a regulatory agency. The format of the meeting will follow the workshop practice. After a brief welcoming statement, each of the four experts will, give a 15 minute outline of the position he wishes to cover, followed by workshop discussions, rotating so that each participant In the seminar may attend all four workshops, giving him a broad view of the challenges facing water users in the future. The banquet will be held in the Ramada Inn, (as will all of the meetings) at 6:00 p.m. on the first day. The second days activities will include continuation of workshops with a Director of Natural Resources Division, all state officers; and Dr. Howard Petersen, Agricultural Engineering DepartCommissioner luncheon at 12:15 with adjournment following the luncheon.
