A recent court decision ruled, under the Soldiers and Sailors Civil Relief Act, military personnel in California do not have to pay a two percent fee on the value of the vehicle when registering it The state has now announced it will refund any fees paid within the last three years and accept for consideration claims for fees paid before that time.
