Other changes being .to set the seasons and re- commended would be to establish a cutoff date for the sale of deer and elk tags prior to the opening of the regulations for seasons. The department is making these recommended changes in an effort to halt the decline of deer and elk herds in the state. It is felt that hunter harvest is not the only major cause of mortality, but other factors are reducing populations of these animals. Therefore, the department feels that hunting mortality must be reduced in an effort to halt the decline. Mentality from predation, 1976 big game season and establishing regulations which would limit the number of controlled hunt permits a person may draw in any given year.
