JUNE Commissioners Minutes SAVE NOW AT JOHNSON'S BIG For Franklin County MINUTES OF A MEETING OF THE BOARD OF COUNTY COMMISSIONERS OF FRANKLIN COUNTY, IDAHO Preston, Idaho May 8, 1972 Claytor Forsgren of Forsgren and Perkins Associates, spoke to the board concerning bridge inspections to comply with federal regulations. He was given permission to make the inspections. The Board also discussed the construction of the Weston highway project with matching F.A.S. funds. It was desired to employ this engineering Arm for the development contract for this project. Mr. Forsgren indicated he would have an appropriate contract drawn up. Fred Niederhausem met with the board to discuss the completion of the hospital construction project. Certain bills were still unresolved, particularly the decision of the heating costs between the owner and Mitchell Construction during the building process. It was suggested by Mr. e Easy to use. He also reminded the board that all expenses eligible for federal participation had to be initiated by May 15. Michael D. Kunz, Clerk, was given the responsibility of writing to Mitchell Construction to settle the heating bill matter. LeGrand Spatig met and requested that the board look into a certain road up Cub River and see if the proper has been maintained. People in the area have moved their fences closer to the county road, making it difficult to travel the side of the road with tracked equipment without damaging the pavement. It was brought out by the board that this same problem exists in many areas of the county, and that the citizens in these areas cannot legally move their fences onto the county road The board said they would get the county surveyor and look into the problem and then take appro-- 1 priate action. Mayor Glen Gamble and Lyle Shipley met and requested assistance from the county to help with the recreation activities for the year. Mr. Shipley explained that this money was used to maintain the park, ball fields, courts and swimming facilities. It was also brought up that these services were for all the people of the county to use. It was agreed to donate $1000 to this recreation program. Marion Bennett met with the board to discuss the new issue of license plates. He explained that this would be done on a monthly basis when the plates became due. The first 20 days of each month the people could renew their license and receive the same plate number as they had previously. After the 20th of each month the people who do not wish the same number will be given a choice of the remaining plate numbers to be issued on a first come first serve basis. No reservation fee will be charged to receive the same number plate. LaMon Baird met with the board and discussed a letter to the other counties in the area concerning the organization of an Idaho Resource Planning Region. The clerk was asked to write a letter to the officials in these counties to get their feelings on the subject!1 At the request erf the board Mr. and Mrs. Edwin Hendrickson met and discussed the sanitary land fill. Many questions the Hendricksons had were answered. Mr. Hendrickson has some large gullies on his property which the county desires to use as a land fill site. When the site is completed the reclaimed land would be turned back to Mr. Hendrickson for farming purposes. The Hendricksons seemed agreeable to this as long as they were reimbursed for any production loss of the land fill operations. It was decided to obtain engineering assistance in laying out the site and determining how much if any of the present ground would be disturbed. Steve Bastian met with the board and talked more about the land fill. He also talked about the Idaho law which prohibits the leaving' of dead right-of-wa- right-of-wa- WEED CONTROL animals within one quarter miIg(rfTny road or stream. Mickael D. Kunz, Clerk brought up the tax deeds that the county owns. It was decided to put 4 parcels of property up for sale on the 12th of June at 10:00 a.m. on the court house steps, A new registrar, Mrs. Dean Burton was appointed for the Cleveland-Thatcher precinct. The minutes of the preceding meeting were approved Roma Smith met with the board and was authorized to hire extra help for her to use in the performance of her duties. The people would be paid minimum wage and the money would come from her maintenance budget. Some easements needed to be signed and the commissioners discussed and set a policy concerning pipeline and culvert installation. Any sprinkler system that needs to cross a county road shall be driven under the existing road after first obtaining an easement from the county commissioners. The installation of any culvert or pipeline that necessitates the tearing up of the county road will be done by the county and the people charged such expense as is required to put it in. An easement will still have to be issued. Each commissioner will be responsible for the individual cases within his commission area. This policy is necessary because of the poor road patching that has been done in the past by individuals installing their own culverts. This policy will be strictly adhered to. The treasurer informed the board that the cash journal has a balance of $532,003.61 as of May 8, 1972. The following bills were signed and ordered paid: y y. .
