Garn to Consider Sections of Clean Air Act The Utah Automobile Dealers Association has prompted U.S. Sen. Jake Garn to ask the Environmental Protection Agency to weigh the economic impact of two sections of the Clean Air Act, as amended. The Senator said that under thority of sections 26 and 301 of the Act, EPA is requireing that, beginning with the 1977 model year, all new vehicles whose place of principle use by the ultimate purchaser is a location above 4,000 feet in altitude be covered by a certificate of conformity based on emission testing conducted under high altitude consitions. He said that selling a low altitude vehicle for use above 4,000 feet is a violation of the Clean Air Act. The Utah auto dealers express a concern which I think is well founded that they may have to carry an inventory of both high and low altitude vehicles in order to be in compliance with the law, Sen Garn said. General Motors has already decided to not distribute the Opel automobile in 27 of 29 Utah counties because the manufacturer lacks facilities for high altitude emissions testing.
