Show 200 Years Ago This Week By Congressman Allan T. Howe A battle that has been called the Lexington and Concord of the South" took place on February 27, 1776. A force of 1,800 Tories, (loyalists of Scottish decent), under the command of Brigadier General Don aid McDonald, was on its way to Wilmington, intending to establish a British costal base for a naval expedition led by General Clinton. But on there way they were met by a force of 1,100 North Carolina militamen led by Colonels Richard Casewell and Alexander Lillington. The Patriots defeated the Tories in battle at Moore's a three-minut- e Creek Bridge. The defeat of the Scottish loyalists caused General Clinton to halt his expedition off Cape Fear on March 3, and wait for the arrival of another expedition, under Admiral Sir Peter Parker and General Lord Charles Cornwallis, from England. Waiting with Clinton were the d governors of both North and South Carolina. Congress established military regions for the Continental Army on February 27. The Congressman continued, I have felt disappointed over the repeated delays in the Department of Interior's consideration of the Kaiparowits proposal. As you know, completion of the final Environmental Impact Statement, after . several extensions, is now scheduled for submittal to the Secretary on February 29. It would be my hope that you will expedite your study so that its results will be available by that time. Otherwise, the review process will again be delayed unfairly." Unserved handicapped children probably can't respond to this plea; it's up to the rest of us. The message is from the Child Find Project, a special education program in the Office of the Utah State Board of Education, Department of Social Services, and Governors Advisory Council on the Handicapped and Developmentally Disabled. The purpose is to identify handicapped children who are not receiving training or health services. Even in this day of massive federal and state programs, some handicapped children in our communities are unknown to those who can help them. The problem is that hecause the handicapped have not been able, for instance, to go to learned things. Using Socrates' approach, you can learn to save money on Long Distance calls. Heres how. The idea of the Child Find Project is to begin identification now. After identification and with parental approval, appropriate screening, referral and services can be provided by a network of cooperating health and education agencies. But first, to get to the children, the Child Find Project will reach into the community to ask parents and friends of the handicapped to identify them.
