Show Page Four FRIDAY, NOVEMBER 7, 1975 U.S. Army Corps of Engineers to Oil, Gas Official Hold Water Quality Public Hearing Urges Decontrol Of Price The Army Corps of Engineers will hold a public information meeting in Salt Lake City Monday, Nov. 17th to explain the new regulation protecting the nations water quality against harmful discharges of dredged or fill material. The meeting will be in Room 215, Second Level, at the Salt Palace, 100 South West Temple St., beginning at 1:30 p.m. An explanation of the Corps involvement in the new permit program will be followed by an open question-and-answperiod. Interested members of the public, companies and agencies are invited to attend and become informed about local applications of the new regulation. The regulation was published July 25 in the Federal Register and defines what the Corps must do under Section 404 of Public Law the federal Water Pollution Control Act Amendments of 1972. It extends the Corps responsibilities into many areas which have never before been regulated. Lieutenant Colonel Robert D. The Section 404 program will be carried out in three gradual phases. Phase I became effective last July 25 and extended the Corps' existing regulation of disposal of dredged or fill material in navigable waters of the United States" to include contiguous and adjacent wetlands. Phase II, effective next July 1, expands the Corps permit program into primary tributaries of naviger 92-50- 0, the U.S.," natural lakes more than five acres in surface area, and their contiguous adjacent wetlands. After July 1, 1977, the Corps Section 404 authority will cover all waters of the United States. Some of the activities regulated by the new program are: site developmental fills for recreational, industrial, commercial, residential, and other uses; causeways or road able waters of dams and dikes; artificial islands; property protection andor reclamation devices such as riprap, groins, seawalls, breakwaters and bulkheads and fills; beach nourishment; levees; sanitary landfills, and backfill required for the placement of structures such as sewage treatment facilities. The Section 404 permit program does not apply to normal farming practices, such as plowing, cultivating, seeding, and harvesting; it does not apply to such farm and ranch conservation practices as terracing, land levelling and the construction of check dams unless they occur in a water of the United States. However, damming of major streams, diking, and the discharge of dredged or fill material in wetlands associated with farm practices will require permits. We need the understanding and support of the American people to protect the quality of its water resources if this program is to be successful," said LTC Cremer. Mountain Bell has installed new operator intercept equipment for the Salt Lake metropolitan area that will provide telephone number changes twice as fast as the old system. The new system is a video display terminal and keyboard connected by telephone lines to a central computer. When a party reaches a disconnected number, an operator immediately comes on the line and asks the number dialed.
