The irony of the situation is that the Utah Highway Department is hard pressed for funds to maintain and operate the states highway system, and yet is on the verge of a highway construction boom. The boom will become even more evident on May 20th when the Road Commission opens bids on seven more highway projects estimated at $13 million. By June 30th, the Utah Highway Department hopes to advertise for bids on some $35 million worth of projects utilizing the recently released federal funds and state matching funds. However, State Director of Highways Blaine J.
