The grant totals a multi billion dollar fund and was established to provide for public employment throughout the nation. Salt Lake City has been facing a $1 million deficit in next years budget because of increasing numbers of workers. The financial position is a direct result of having too many employees and the related cost of escalating salaries and benefits.
