Senator Dean has been elected President of the new organization which will have its national headquarters in Salt Lake City. In a proclamation signed by the Governor, he expressed his support of the new organization and urged those people in Utah who are concerned with the quality of institutional care for the retarded to join in the support of this organization. It is my opinion that in order to provide proper services for the retarded in our country, we need both excellent community treatment programs and high quality institutional care, Governor Rampton said. Senator Dean expressed his thanks to the Governor for his support and mentioned that Utah had taken the lead nationally, in the formation of the new association. Representatives of 32 states met in Chicago in September to discuss the feasibility and benefits of organizing a new national organization to represent their views. MRAA is the result of their efforts. MRAA will disseminate information and coordinate the activities of the states. However each state will be free to pursue its own programs. Mrs. Sharp, Executive Direc-ao- r of the Utah chapter of MRAA stressed that MRAA is working in support of both community and institutional programs. There is a need for more flexibility in programming for the needs of the retarded. An all or nothing approach is obviously not the way to proceed, she said. Most peoples reaction to an injury is to get hack at the individual who inflicted it. It is not surprising that there have been many Americans of high and low station suggesting that one way to fix the Arab countries for quadrupling the price of oil they sell to the United States would simply le to boost hv an equal or greater amount the price of food we sell to them. This has an immediate appeal, but there is one problem. The U.S. cannot change its industrial needs and personal living habits overnight too easily; and, that being the case, it will require a large flow of oil from Middle Eastern countries until such time as domestic sources can take up the slack. On the other hand, oil exporting countries can get along without American food if they must. There arc many other nations that would be delighted to sell food to them in return for oil or political advantage and control.
