Mr. Black said the ob ject of this Outing is total victory for 1974. Utah's Governor Disagrees With Interior Department Water View the Western Governors Conference Utahs Governor CalAt vin L. Rampton strongly disagreed with the Interior Departments report, which indicates Utah will not have enough water in 20 years if energy development proceeds as outlined. Governor Rampton said the report underestimates the water needed for projected oil shale extraction. But even assuming a higher estimate the governor said that he believes there will be enough water beyond the reports time table.
