One auto manufacturer estimates that switching from production of standard-siz- e cars to compacts at one plant cost about $75 million. The retraining of people to new production procedures requires months of training before the changeover. In one such case, several small cars were shipped to the plant so that workers could familiarize themselves with the models by disassembling and them. A shutdown period was necessary for the installation, modification and rearrangement of machinery, during which time most of the laid-of- f employees were paid 95 of their normal income after taxes, under the industrys Unemployment Supplemental Benefit Plan. A model changeover also affects the companies that supply component parts. A typical plant depends on about 5,000 suppliers of production-relate- d parts, equipment and supplies for items such as tires, brakes, electrical equipment, etc. These suppliers, in turn, must modify their operations to meet the needs of the manufacturers. While geared for mass production, the industry, at the same time, must be prepared to react to any rapid changes in consumer demand. But preparation alone does not lessen the enormity of the task involved in a production changeover. From 12 to 15 months are needed to plan and schedule a plant conversion. Car manufacturers, therefore, must be keenly tuned in to early indications of consumer buying trends. For the past six years the car manufacturers have forecast an increase in the demand for smaller-sized car and have steadily increased the percentage of production of compacts and subcompacts.
