S. Department of the Interior at a public bid opening March 12 at 10:00 a.m. in the Salt Palace Little Theater. Paul L. Howard, BLM State Director for Utah, said the Salt Palace Little Theater is a different location for the March 12 opening than the Salt Lake Federal Building, as previously announced. He added that the second tract will be opened April 9 at a place to be announced. Similar bid openings were conducted in Denver in January and February for prototype oil shale tracts in Colorado. Openings are scheduled May 14 and June 11 for two areas in Wyoming. The prototype program of the department is intended to encourage development of oil from the shale deposits but under controls to prevent unacceptable destruction of the environment or other resource values, Mr. Howard pointed out. Secretary of the Interior Rogers C. B. Morton announced the oil shale prototype program November 28, 1973. Each Utah tract totals 5,120 acres. The one offered in March is in Township 10 South, Range 24 East of the Salt Lake Meridian. The April tract is in Township 10 South, Ranges 24 and 25 East. The two tracts are contiguous. The two Utah tracts are south of the White River, approximately 40 miles southeast of Vernal. The tract to be offered in March has an estimated 342 million tons of shale in mineable beds containing 30 or more gallons of oil per ton. The second tract has an estimated 372 million tons con shalQ tracts taining 30 or more gallons per ton. In both cases extraction of the shale is expected to be by underground mining or by the in situ process. The shale oil resources recoverable from the first tract is estimated to be 244.4 million barrels, according to the Department of the Interiors final environmental impact statement. It is estimated that 265.8 million barrels of oil may be recoverable from the tract to be offered in April. Mr. Howard noted that leases issued will run for 20 years or as long as the lease is producing commercial quantities of oil. In addition to the amount of the bonus offered in the bidding, successful bidders will have to pay a rental for use of the land and royalties on the shale oil ex- tracted. The State of Utah has filed application with the Secretary of the Interior for transfer to the state of the lands offered for lease. The State of Utah has agreed that in the event title to the lands passes to the state subsequent to the issuance of an oil shale lease by the United States the state will succeed the United States as lessor under that lease and will fully honor all terms and conditions of the lease.
