Show THE SALT LAKE TIMEi BLM FRIDAY, MARCH 8, 1974 Assigned to Make Study On Environmental Impact The Bureau of Land Management has been assigned by the Secretary of the Interior to take the lead in preparing duing the next several months an environmental impact statement (EIS) on the proposed Kaiparowits-fire- d power generating complex in south central Utah. The EIS will provide the Secretary with information essential for him to make a decision whether to approve or disapprove the complex according to Paul L. Howard, BLM state director for Ut ah. The National Environmental Policy Act of 1969 requires preparation of an EIS for all major federal actions significantly affecting the quality of human environment. The act specifies that alternatives to the proposed action be identified and analyzed. For the Kairaprowits project, this will include alternative means of meeting energy demands as well as alternative sites. The act further requires that an EIS consider environmental impacts, adverse effects which cannot be avoided, the relationship between local short term uses of mans environment and the maintenance and enhancement of long term productivity and any irreversible or irretrievable commitments of resources. Public involvement will be encouraged during drafting by the bureau of the Kaiparowits EIS. The public may submit comments and information to the BIM district office in Kanab, or BLM state office in Salt Lake City or to Southern California Edison Co. in Rosemead, Calif. Mr. Howard noted that the draft statement, including the comments and views of federal, state and local government agencies, will be made available to the public at a later date. Southern California Edison has filed applications with BLM to begin plant site investigations on Four Mile Bench in eastern Kane County.
