Show Heart Assn. Meets Charitable Standards Small Business Leaders Study Team Makes Interim Report on Uphold Past Record Serious accusations and many Glen Canyon Road charges have been made about loan activities in some offices of the Small Business Administration. These charges, according to the National Small Business Association (NSB), could, unless treated in their proper perspective, injure the 11 million member small business community, and its chances to locate funds for continuing or beginning operations. Johu Lewis, executive vice president of NSB, which organization represents over 500 different types of business, made the following observations regarding the hearings being held concerning alleged judgment errors in lending by one or more SBA field offices. Regardless of the situation which may or may not prevail in certain field offices cf the Small one Business Administration, used-used must return to the much axiom that it is not necessary to burn down the house in order to rid it cf termites. Throughout its twenty years just celebrated a few months ago the Small Business Administration has achieved an enviable record of helping these in small business who needed it to either begin or expand a business. The record is good, both as regards to business in general but particularly as regards to mincrity loans. New jobs have been created. Who else has had the fore sight either to lend or guarantee loans for embryonic businesses regardless of the color of the management? The attitude of NSB is this if there is malfeasance it must be cleared up immediately, and those who transgressed should be called to task. On the other hand, it is ridiculous to bring to a halt the activities of the agency the only one in the entire over whelming federal structure concerned with the welfare and economic health of 19 out of each 20 businesses in the U.S. Turn the rascals out! Jail the In the December issue of the Changing Times, by the Kiplin-ge- r organization, an analysis of 32 charitable organizations was published. The American Heart Association was one of only seven charitable organizations cf the 32 analyzed, that met all standards n established. Twenty five groups failed to meet the standards of the magazine. The five criteria set by the magazine were: 1. Reasonable fund raising and administrative costs. 3. Active governing board and serving without pay. 4. Effective work toward legitimate purpose, with no duplication of effort. 5. Acceptable promotion and fund raising practices. The Utah Heart Association has expressed its pride in the new rating and believes this information should be given to the public seeking support for the fund raising efforts. Of the 32 organiaztions analyzed, the other six that met all five standards were: National Kidney Foundation, American Cancer Socety, American Red Cross, CARE, Inc., American-Kcrea- n Foundation and World Wildlife Fund. The remaining 25 charities failed to meet at least one cf the standards, and several failed to meet even four or five of what the magazine termed as sound fund raising practices. A joint federal-stat- e team ordered by Congress to study the routes for a read in the Glen Canyon Recreational Area has identified 21 possible corridor segments ranging in cost per mile from $131,000 to $2.3 million, Sen. Wallace F. Bennett reported this week. The Utah Senator stressed that the data and cost estimates are very tentative and that no evaluations or recommendations have been made. The study team, which is under the direction cf the National Park Service and includes membership from the Utah Highway Department and other federal agencies, is required to submit its findings and recommendations to the President and Congress in October, 1974. He said that thus far the study has been concerned solely with the collection of data in the form of engineering feasibilily reports and rcugh cost estimates for practically every suggested rcute. The Interior Department was directed to undertake the study to deetrmine the me st feasible route. He said due to the limits of topography, the team has identified only one corridor roughly paralleling and close to the north side of the lake. Final cost estimate went be determined until the study report is submitted to Congress.
