Ralph McClure Salt Lake County Commission Chairman Ralph McClure will tell an investigating committee of the House Committee on Interior and Insular Affairs that the Federal government should allow every city, county and state a five year time allowance to set up a master land use plan. Commissioner McClure said that federal land use planning is the only alternative to what he called self interests." He went on to say that the individuals no longer should determine timing, type and location of land use The community development. must create a system of review and where necessary control the individual self interest." Commissioner McClure said that he speaks for the Wasatch Front Regional Council of Government, Utah Association of Counties and Land Use Planning Panel of the National Association of Counties as well as Salt Lake County. The Commissioner said that without federal help this would be impossible. He will propose that the federal government set planning responsibilities to be met locally and provide money to do the job. This type of plan would call for a state master plan based on plans drafted by the cities, counties and regions proposing solutions to the problems and not evading them." If a county was not taking steps toward preparation of a master planning program and following the plan it prepared, other federal monies would be withheld. But money should not be withheld from a state or all cities and counties in it just because a few arms of government refuse to do the job. The amount of money should be based on the need. Officials Recommend Ways to Eliminate County 'Bottlenecks' Appearing before the Salt Lake County Study Commission, three of Salt Lake Countys public officials expressed some ideas and recommendations which could help to eliminate the so called bottle necks in some of the countys operations. County Commissioner Pete Kutulas told the commission that he felt that garbage collection by the city and county might profitably be consolidated. The other county officials appearing before the study commission were Salt Lake County Sheriff and Salt Lake County Clerk W. Sterling Evans. Sheriff Larson said that he doubted that regional jails which had been proposed in the past as one way to streamline county law enforcement agencies are a good thing. The main purpose of the study commission is to determine the areas where consolidation might be possible. They will isolate critical areas where government can be consolidated and where administrative structure can be improved. County. Commissioner Kutulas said that when he took office three months ago he hired an administrative assistant, but that the enormous amount of office work which takes up hier time that her time and duties have become more of an office manager role. Commissioner Kutulas went on to say that although he is not in favor of complete city and county consolidation that same areas and departments could realize a drastic improvement in services and cut in operational costs. FRIDAY, APRIL 6, 1973 Public Hearing or Utah Airport System Plan The Utah State Division of Aeronautics will hold a public hearing to solicit public comment on the proposed Utah State Airport System Plan, April 10 in the offices of the Utah Division of Aeronautics, 135 North Speaker Appoints Owens to Policy Steering Committee co-equ- 2400 West. The program is in the final stage of completion and has been under way some 17 months. One of the interesting findings of the study is that nearly 50 per cent of the persons boarding a commercial airliner does so for the recreation purposes and that figure is expected to raise to 75 per cent in the near future. Nearly 45 per cent of the total hours flown in the general aviation fleet is done so for instruction and recreation or personal reasons. The general aviation fleet is defined as all aircraft except the scheduled airliners and the military. t Speaker of the U. S. House of Representatives Carl Albert has announced his appointment of Rep. Wayne Owens of Utah to the newly formed House Democratic Steering and Policy Committee, which will have the responsibility for recommending party policy and legislative priorities to the House of Representatives. Rep. Owens is the only freshman on the committee to 23 members and one of three appointees. Dunlop announced that the Internal Revenue Service will begin a nationwide surveillance effort this week to assure compliance by food firms with the meat price ceiling regulations..
