Walter A. Zitlau, a director of WEST Associates, 24 member of western utilities, said environ- mental concerns, have delayed nuclear progress even though the use of nuclear energy for power generation has now been prover clean and safe through more than 200 reactor years of operation in the U.S. alone. Mr. Zitlau is also president of the San Diego Gas & Electric Co., which with the Southern California Edison Co. owns the San Onofre Nuclear Generating Station only two miles from the summer White House in San Clemente, Calif. "This plant has been in operation for more than four years and has clearly demonstrated the nuclear generation of electricity is clean and safe," he said. Despite the proven perform ance of this and other nuclear generating plant and despite thf statements by Edward Teller, a noted nuclear physicist and other scientists that nuclear plants arc safe, there still are those who continue to crusade against ihr plants. In California, for instance, an iniative that seeks, among other things, to ban construction o' nuclear plants in the state for five years has qualified for the June 6 primary ballot. "If this measure passes, the resulting delay in nuclear construction will disrupt efforts of Californias electric industry to meet growing energy require-- , ments and will seriously affect the economy of the state," said Mr. Zitlau. "In addition, it would be environmentally counterproductive because electric utilities would be forced to construct fossil fuel plants as an alternate to the much cleaner nuclear plants." Knowledgeable persons recognize that in todays sophisticated technological society more nuclear power rather than less will be required to clean up the atmosphere. The director of the University of California Water Resources Center, Arthur Pillsbury, for example, has stated that if we are ever going to get rid of air pol-- . lution we will have to go to the clean sources of energy and that unless we get nuclear power in great magnitude we will never clean up the air pollution. He said that figures released by the AEC last January show that there are 23 operable nuclear plants in the U.S. and 54 others are under construction, and reactors have been ordered for another 52. Some opponents of further construction admit there is no air pollution with nuclear plants but they worry about the effects of discharging excess heat from the plants into the water. Pillsbury contends that heat discharges along the west coast would not significantly affect the marine biology. He points out that when you heat a body of water evaporation increases.
