Trevithick said. Beginning Monday, the minialbums went on sale at the Main Post Office and all stations and branches. This folder is an easy way for a youngster or anyone to start a stamp collection. The folders, 10 x 10 in size, will contain a description of each stamp together with the packet of 24 attractive commemorative stamps issued during the year and stamp hinges which can be used to affix the stamps to the folder. The hinges are a glassine strip which the collectors use for mounting the stamps without harming the folder nor the stamps. The kits will sell for $2.50. Coast Guard Tests Device for Oil Slicks Coast Guard Commander R. N. Abrahams briefed Coast Guard officials in the bay area, on forthcoming tests of a device, being deveoped to contain oil spills on the high seas. The high seas oil containment was- previously tested in Tampa, Fla., will be put through it paces off Point Conception in March 1972. It is a floating curtain buoyed by a self inflating device spaced equally along its length. The 100 foot barrier floats with a 27 inch submerged fin and a 21 inch sail. It is designed to be effective in five fot seas and a two knot current with 20 mile per hour winds. The Cost Guard hopes that this barrier will prove to be the answer in controlling oil spilled on the high seas.
