Does the state have a right to force rehabilitation of persons, notably those who reside in drug cultures who have their own value systems and do not want agreement that the first step is the eradication of drug abuse is the development of uniform consistent controls over the availability of all drugs that have an abuse potential. The booklet is the third in a series of five special reports prepared by the Council as informational guides for state legislators and administrators who seek effective solutions to the problems. Others in the series are public employee labor relations, consumer protection, law enforcement and crime control, and environmental quality. Placing the drug issue in historical perspective, State Drug Abuse Control discusses opiums use as early as 4000 B.C. and notes that marijuana was the first drug to fall into severe disrepute. The booklet then delves into attempts to control drugs at the federal and state levels. In the states, particular emphasis on drug control activity is traced from the early 1960s when California, New York and Massachusetts became the first states to treat drug abuse as a separate problem.
