The hike is the second of a series designed to raise public land grazing fees up to the levels paid for forage on comparable private lands. The new fee schedule affects ranchers who graze livestock on public lands in 11 western states. On lands administered by Interiors Bureau of Land Management, the fee will increase from 44c to 64c per animal unit month beginning March 1. The average fee on Agriculture's national forests will increase from 60 to 78c per animal unit month. An animal unit month represents the forage used by one cow for one month, and these are used as the basis for permits, licenses and leases. The action follows a one year moratorium placed on the fee increases last year. The Departments return to the schedule is a commendable move which follows a decision by the 10th Circuit Court of Appeals which said that the increase is fair and equitable and consistent with existing law and the intent of The Bureau of Land Management has given public notice of its intention to designate some 26,000 acres of public lands as a birds of prey sanctuary, the Wildlife Management Institute reports. The national board of directors of the womens civil rights organization met in Houston in their quarterly board meeting. AileenL. Hernandez, national president, said, Angela Davis is a woman; she is black; she has espoused an unpopular political cause, a combination which apparently causes discomfort in some quarters. We believe that equal rights under the law must be guaranteed to every person, regardless of race, creed, color or sex. Angela Davis belongs to unpopular or oppressed groups in each of these categories. NOW calls on the courts of this country to guarantee justice.
