I have as uggestion for spiking some Communist guns, in this case those of Russia in its hegemony over eastern Europe. Why not at once offer Romania all the food, medical supplies, machinery, cash or credit that it absolutely has to have right now to repair its terrible flood damage? If we dont do so (and we would have to do it with no strings attached) Russia will with but one motive: to get Romania to buckle .under and give up most of its present remarkable freedom of action in foreign affairs. We are giving particular attention to the speci- fic needs which the Romanian government has indicated to' us and are examining the means available for responding to such needs within the limits of existing legal restrictions on aid to Communist countries. We have already sent to Romania emergency supplies and equipment intended to help in overcoming the most drastic and urgent effects of the floods. These have been such things as tents, blankets and medicines. Romania has indicated that food supplies are not a problem. I understand a permit is required before I can obtain material published in Red China. Would you forward such a permit, or the forms necessary to obtain one? J.N. New York, N.Y. An individual who wishes to purchase published material directly from that country for non commercial purposes is no longer required to obtain a Foreign Assets Control license. You might find it more convenient, however, to order the publications you wish from an American firm which imports Chinese Communist publications, such as China Publicatons, 95 Fifth Ave. N.Y. 10003.
