Overhaul in Property Tax Progressing, Foundation Says State wide reappraisal of all real property in Utah has been completed in two counties, is virtually complete in two more, and is scheduled to get under way in six additional counties before the end of the year, it was reported this week by Utah foundation. The Foundation, a private non profit public service agency, said hat the program of reform in the 1969 and 1970 Legislatures and the current program appears to be operating nearly on schedule, the Foundation reports. Because of the state imposed propery levy to balance the school equalization fund, and because the entire school finance program is related to specific mill levies established by law, it is obviously necessary in order to insure equity that property in the state be assessed at the same ratio to full market value, the Foundation points out. Property owners in counties where property is under assessed have an obvious advantage at the expense of owners whose property is assessed at a higher costing a $1.8 million for the fiscal year June 30, of which $620,-00- 0 ending in state money and the rest federal.
