I have been assigned a project dealing with Iran and her relationship with her neighbors as well as the world. The area I am interested in is our foreign policy toward Iran. Any information regarding Iran's foreign policy, military, economic, social and political problems would be of great help. O.B. Rockford, 111. Your letter, asked about our own United States policy toward Iran. The country has been of great interest to us, dating back in the century when the first missionaries established schools and hospitals in the country to help Iranians take advantage of new kinds of medicines and education. Financial missions under Morgan Shuster and Arthur C. Millspaugh, were sent to advise the Iranian government in 1911, during the 1920's and again during World War II. After the Second War the U.S. began more actively assisting the Iranian government in its economic .technical and military needs. Iran has always had great economic potential as a petroleum producer, and especially since 1953 Irans oil revenues have been constructively used toward building up an economic infrastructure, such as roads, schols, communication, network agrciultural and new industrial complexes, for acquiring a modern economy. Phil Bullen, local businessman and chairman of the Education Committee of the Chamber of Commerce, introduced Dr. Allan and said that there is a definite relationship between quality of education and industrial growth. Dr. Allan explained a ten point master plan program which will define goals, analyze the student needs, describe goverance, outline costs and up date the plan. To help accomplish the responsibilities of the coordinating council, a master plan for projects and goals is a necessary tool, he stated. Master plan would be used: 1. To define the roles of higher education 2. To outline long range goals 3. To define populations to be served by higher education 4. To describe the needs of the state for trained manpower 5. To determine the quality and extent of duplication in curriculum 6. To describe each institution of higher learning 7. To evaluate modifications at each institution 8. To recommend a system of coordinating higher educational services 9. To analyze future costs and recommend long term financing 10. To develop procedures for the entire coordinating effort.
