Drew, Supervisor of the Departments Wage-Houoffice in Salt Lake City. The report covered the period from July 1966 through r June 1967. Failure to pay the legal mini- mum wage, now $1.40 an hour for most covered employee, s cost 939 workers $82,809, he said. Violation of the overtime pay provisions, which require time and a half after forty hours for most workers, resulted in underpayment of $503,621 to 2,350 employees. Some were shorted in both categories. Labor Department investigators found 23 employees underpaid $8,349 under the Equal Pay Act, which bans pay discrimination on the basis of sex for equal work. Drew said 249 minors were found illegally employed under the Acts child labor provisions. Utah, with only 27 of its Interstate mileage open, trailed all of the states except Hawaii (22), and led all of the states in the number (236) and percent (27) of miles yet to be undertaken. The Utah situation, although criticized from many sources, including some within the U.S. Bureau of Public Roads, may not be as bad as these bald figures make it appear, the Foundation report points out. There are a number of special circumstances to be taken into account. As most significant of these special favors the Foundation cites Utahs considered policy of constructing the most difficult and expensive segments of its segments of its Interstate construction first. These segments are mostly located along the Wasatch Front in highly urbanized areas and carry heavy loads of traffic in and between Utahs larger cities as well as interstate travel.
