Show THE SALT LAKE TIMES Moss Writes Letter On Oil Recovery Utah interests with Federal leases on bituminous sends acreage have the right to use in situ methods of recovering the petroleum products" according to a letter sent to Sen. Frank E. Moss from the Solicitor of the Department of General (D-Uta- h) the Interior. Sen. Moss had asked the Department to not prevent in situ recovery of oil from bituminous sands in Carbon County, Utah, by persons holding leases on Federal lands." The response stated that bituminous deposits are not subject to development under oil and gas leases which exist on the same lands. The Department has now es- tablished the position that where bituminous sands deposits have been leased under (1) oil and gas leases and (2) tar sands leases, the issue then becomes whether or not the oil in the substance from which it is extracted occurs in the earth as a fluid or whether it occurs naturally in the earth as a solid or the Department semisolid," states. Interior takes the position also that bituminous sands are not naturally occuring liquid accumulations" which are covered under existing oil and gas leases. The Solicitors opinion said: Since we do not believe that the method of recovery is a valid basis for distinguishing between the rights of the prospective lessees, we can see no bar to the use of in situ recovery methods. In situ recovery employs steam or other heat sources which are injected into the deposit of bituminous sands to soften the petroleum so that it can be pumped to the surface. Sen. Moss wrote to a Utah firm which holds bituminous sands leases in Carbon County that I am planning on introducing legislation to resolve this problem by having the Department issue a single hydrocarbon lease, rather than duplicating oil and gas and bituminous sands leases." . He said the new laws should contain provisions requiring television and radio stations, newspapers, advertising agents and printing plants to report the payments they receive for ads and other campaign materials. This should apply to candidates for both major state offices and the House and Senate," said Congressman King. I am glad to see the news media finally assert a strong interest in this debacle. Only the press can sufficiently arouse public opinion to get the sweeping reforms that some of us have been urging for years, he said. Congressman King pointed out that the parties have been getting around the federal ceilings on campaign expenses by using committees to handle the candidates payments for space, time, billboards and printing. I think it would be safe to say that no candidate for Congress has won a seat in the post- war years except in' the safe districts without running up expenses far in excess of the ceilings. The ceilings have been out of date for at least 25 years. Candidates resort to the pretense of telling voters they dont know how much the committees that are helping them are spending.
