On the Park City front 'residents found the road to the landfill (a dedicated County road) also unplowed for several days. Many even threatened to deposit garbage along Highway 248-- E because id :.the inaccessibility of the dump. Sam Soter, who was one of the principal developers id - the Summit Park subdivision informed the RECORD that the County has apparently . city-coun- ty ported his group spent thousands of dollars b uilding some of the best roads in the county, and doesnt understand why they -- are not being plowed. When contacted by the RECORD Summit County Commission chairman Mel Flinders asserted that there had been no change in the County's policy towards snow removal In some years. Flinders said that those roads in Summit Park which were not cleared were never accepted by the County as changed its policy as to the maintenance of County roads and plans .now not to maintain certain streets which Mr. Soter claimed had been duly dedicated and 3-- A NORTH SUMMIT (38) Bowen One of the tallest members Betsy will be joined by the California Cuties novelty mens basketball such other stars as Leaping Lena, Dumpy Dora, Dottie of team that will face N.S. Apparently the county did accept aiid agreed to main- tain the roads originally installed TorTItcSummit Park development. But sometime, after the development had initially been built, the County realized that due to the large number of proposed county subdivisions, there was just not enough tax base in the county' to allow the acceptance and maintenance of all the new roads. At that time the county developed the policy it adheres to today: to accept no more new roads, particularly new roads servicing subdivisions. The unplowed roads in 'Summit Park were put in .after the County policy was established and therefore the County never accepted or agreed to their maintenance.
