The family of Clarence Brusnahan top-ranki- Bulk JilSoolers The cry of "Keep the Faith baby may yet be heard again from the man who made It famous: Harlem Congressman Adam Clayton Powell. Although the man who represents some 500,000 in New York's 18th District was formally seated by the House of Representatives on January 3, his problems are not over yet. The scene on the House floor of two wu like a movie re-ryears ago when Members argued pro and con over the seating of Powell because of alleged misuse of public tends. Unlike the results of two years ago, however, this time Powell was seated. He had to pay a price for House Membership, though. He was fined $25,000 and stripped of his seniority. The Issues are still unclear concerning the man whom Iowa Congressman H.R. Gross calls, g, . . . a man. Even though Powell meets the Constitutional requirements for membership-- a citizen, of age, and has reare sidency in Harlem-the- re many questions unanswered. It was eight years ago when Powell on a TV program called a Harlem woman a 'bag woman or graft collector. The woman sued Powell and woo. He refused to pay the money and left New York City ostensibly to avoid being arrested on criminal contempt charges. Then the newspaper headlines broke about Powell's Bimini retreat where, it was charged, he had hired a maid and cook from Education and Welfare Committee tends . . .and where he allegedly was enjoying his 'sportin' life ten with a girl friend. Oh yes, his wife-liv- ing In Puerto Rlco-w- as also onhis payroll, but apparently doing nothing to earn her wages, A bipartisan House committee investigated Powell. Hew-i- s found to have misused more than $40,000 of committee funds for himself and his friends. The report was made public and passed on to the Justice Department for action. (Incidentally, the Justice Department dropped the rase recently and bringing no indictment giving no reasons.) The House should take care of its own Members. If Members bring disrespect rather than honor to the House, then they should not be allowed to take a seat. The Constitution, Article I, Section Five, stipulates that the House shall be the judge of its own members, The Members judged Powell on January 3. In my opinion, however, he was allowed back without full penalty. I think there should have been a three-wee- k un whisky-drinki- ng ... DAIRY TANK CO. The event was cancelled as the fog, strong winds and high snow drifts made the course too perilous. The weather changed from cold snow flakes to warm soaking rain. Both the track and racers were hindered by the conditions. But good sportsmanship and hardworklngcom-mlttee- s kept the races going to the satisfaction of the racers. Enthusiasm won out over the obstacles which the changing weather brought to the area. Idaho racers left Park City, Utah with a fair share of the prises for their challenging competition. Dm Mansfield of Idaho Falls won the title of Grand Champion for his excellent over-a- ll performance. He won first place spot In the A B Class Class and the Trophy Dash by his keen ability to make his snowmobile respond to the maneuvers necessary to make it investigation ofthe whole Powell problem, as was suggested at the proceedings. True, Powell will have to pay $25,000-bwhat about the $40,000 he was found to have misused'. Powell was stripped of seniorlty-b- ut already he has laughed that off. He believes the Supreme Court will reverse the decision of the 90th Congress, restoring his seniority and pay. Even if the highest court In the land did decide his way, I don't think Congress would do ut anything about It. R would be a case of one branch of government Interfering with another. Each branch, of course, Is a check on the other, but since the Constitution does spell out that the House can deal with Its own Members, I doubt the Supreme Court would find for Powell, especially In view of the feet that the House seated him on January 3. Powell did get one over on the rest of the House, however. After the November election he requested from the Superintendent's office a similar office as he had In the 89th Congress a plush suite In the new Rayburn House Office Building. The Superintendent complied and gave him a new office. When Powell was stripped ofhls seniority on January 3, that put him behind even the Freshman Congressman, because they were sworn into office earlier in the day. The new offices are filled with members holding seniority. Powell has a new office and up cone a number of Congressman with several terms in office wanting his suite. When asked about It, Powell simply puffed on his cigar, put on a big pin and said, My new office is larger than the one I previously held and this one even has a garbage disposal! The question of Powell's suite will be settled by the House Office Building Commission, composed of two Democrats; House Speaker John McCormack of Massachusetts and Emanuel Celler of New York and Republican Congressman Bill Creamer of Florida. They have already met once, but declined any action because of the absence of Mr. Celler. They have not set the date for another meeting, but their decision, once reached, will be final, found reasoning should bring iction to take Mr. Powell from lis plush suite and give It to a :ongressman with seniority . . . but we shall have to wait and see. Coming back to the question on representation for Harlem's 500,000 residents. Surely they need a voice In Congress. They voted Powell back to off ice when a special election was held after Congress made vacant his seat two years ago and they voted him to office inlast November's electioii. They have, to my thinking, simply been duped into thinking that the whole Issue is nothing more than 'racism as Powell put it that the charges have been trumped up against him simply because hie is a Negro. I think the people of Harlem deserve better representation than the likes of Adam Clayton Powell. However, when they continue to vote him into office then, perhaps, they should have the man who keeps telling them to "Keep the faith.
