Roberts, the District Ranger who lives in Council Idaho, told me that a complaint had been filed against me for using the Lake Bar claim as a fishing camp. BELNAP: Was this true? BELNAP: What happened then? PAGE: Well, Roberts told me there were no minerals on the claim and that I had no right to it. As a matter of fact, Ralph Roberts wrote me a letter on April 20, 1970, telling me to remove all my developments, cabins, etc., from the Lake Bar Claim. BELNAP: What did he give as a reason? PAGE: He then wrote me a letter, of which I have a copy, that there was no minerals of any value on the PAGE: claim. BELNAP: Is this true? PAGE: No, it completely disagrees with my assays. BELNAP: What occurred next? PAGE: Well, they wrote me another letter on May 7, 1970. in .which they said to remove all development from Lake Bar by June I, 1970, or, he said, Ill start legal proceedings to have them removed. This could be very costly and time consuming for both of us. Please let me know when they are removed. (Signed) Ralph B. Roberts. BELNAP: Did they start legal proceedings? 1 U PAGE: No, but I hired an attorney and filed an appeal. It has cost me a great deal. 1 think it is grossly unfair that I have to help pay their attorneys fees, too, with my tax money. BELNAP: Since this got in court, has it been the end of this matter? PAGE: Not at all. Even though we have not heard anything from the courts, on more than one occasion they have flown helicopters over the property and the cabin. They have also landed, erected signs, and otherwise trespassed on this property. BELNAP: Ranger Ralph Roberts has been acting on his own? PAGE: 1 dont know, he seems like a nice fellow, but still I cant imagine that he would do this on his own without someone directing him. On the other hand, I fail to understand w'hy anyone would harrass somebody, even if a superior told him to. BELNAP: Do you think someone else also may be involved? During the construction of Hells Canyon Dam, the Forest Service came to me and asked if they could buy one of my claims. I told them I didn t want to sell, but they made a verbal agreement with me that if I would let Idaho Power put their dredging debris on 19 acres of the claim that they would ma ke a nice park out of it, and also they would give me a long term special use agreement on the acre so I could build a remaining dock and operate my Guide Service from it. BELNAP: Did you agree? PAGE: Yes, at the time 1 let them go ahead, but presently 1 was dealing with a different ranger and, although they knew of the previous agreement, they would not honor it. PAGE: Yes, theie are many owned by different companies, both above and below the dam. BELNAP: Have any of them been notified to get off their claims? PAGE: No, not to my knowledge. BELNAP: What do you think the final outcome may be? PAGE: 1 dont really know.
