J. Reese Hunter i SALT m LAKE COUNTY GOVERNMENT STUDY COMMISSION Will it Cause County Taxes to be Increased? County Commissioner Ralph Y. McClure has stated that consolidation of Salt Lake City with Salt Lake County will mean an increase in County tax rates. This fact is based on an idea called equalization of taxes or in the city. elimination of what is called double-taxatio- n But this is not the only reason that could, and will, cause higher County taxes if ideas developing in the Study Commission are carried out, even though consolidation is not done. An idea, first promulgated in the reports of the University of Utah's Local Government Modernization Study, is mentioned frequently at current meetings of the Study Commission. This is the idea of a County government providing a certain set of basic services on basis. If additional services are required a county-wid- e in one or more communities of the county, such services can be provided at an additional cost to that city-coun- ty community. The modernization study, completed in January 1970, divided the county into 23 communities, and then evaluated the level of what it considered basic services in each community. Some of these were: aid to dependent children, aid to disabled persons, and treatment of venereal disease cases. From the charts and graphs shown in the reports of Local Government Modernization Study it can be seen that some communities have service levels lower than those of other communities. Thus, if the idea of basic basis becomes a reality, it is services on a county-wid- e most likely that areas with a lower level will be raised to some higher level. Of necessity the increased services must be paid for, and payment will be made from higher taxes. Need for increasing taxes then raises the question, Would County residents prefer to pay more taxes, if this will mean increased services?" This question cannot be answered with certainty, and there are many reasons why a person chooses to live in one area of the county rather than another, but it must be true that some people choose the place they will live because taxes are lower than another place. If a County governmental group has the power to decide what the basic service level will be and decides it will be higher than the lowest level in the county, those persons who had chosen to live in a lower cost, lower service level area will have that choice taken away from them. Such people might not prefer higher taxes. Study Commission Compliance with SB 184 In questioning theability of the Study Commission to comply with Section 5(6) of SB 184, no prediction is being made that it will not comply with the law. The law reads, The study commission shall include in its final report: (a) a recommendation as to whether the form of government of the county should be changed to an optional form authorized by law; (b) if an optional form is recommended, a complete detailed draft of the proposed plan including all necessary implementing " With only provisions authorized by law; and (c) .... 6V2 months to complete such work and meeting only one night a week, the magnitude of such a task should be obvious. On July 31 this problem was mentioned to a member of the Study Commission, and it was asked if a large staff will be provided to actually do the work required in this section of the law. The reply was that the problem is apparent and it would be preferred that funds be provided to pay Study Commission members to take leave, if required, from present jobs to get the work done. An alternative is to hire sufficient staff to complete the report for the Study Commission. In the meetings on July 19 and August 7 when attributes of the options were studied, it became Continued On Page 5 Dear Editor: On Feb. 10, 1972, President Nixon' again defied our U.S. Constitution by personally issuing Order No. Executive titled Regionalism designed to divide our nation into 10 regions, each region designated as a State. Nixons Executive Order patently violates Article 4, Section 3 of the U.S. Constitution which clearly states: ...no new State shall be formed or erected within the jurisdiction of any other State; nor any State be formed by the junction of two or more States, or parts of States, without the consent of the Legislatures of the States concerned, as well as the Congress. In crass violation of this Constitutional Article, Nixon's Regionalism would force our existing 50 separate States into 10 junction regions, or States having an established Capitol established by whom? and an appointed Governor appointed by whom? Thus, each 11647 State existing would surrender its automatically a as sovereign rights separate State endowed with its own Constitution, Legislative powers and laws. immediate Regionalisms objective is to compact our current separate States more readily and controlled centralized effectively and from a government. Unless U.S. Citizens are willing and ready to surrender their lawful rights prescribed by our U.S. Constitution, and the Constitution of each separate State, citizen duty is "crystal clear: write every member of U.S. Congress and each State Legislator in strong protest of citizenship Executive Order No. 11552 and his treacherous Regionalism Order No. 11647.
