Selective Service must register young men at age 18 (and young women as well if the equal rights amendment becomes a part of the Constitution), hold an annual lottery, classify registrants, and maintain viable procedures in the event of inductions. It might he wise as well to call some young people for preinduction examinations so that the President would have available an acceptable pool of registrants for immediate induction in an emergency. Despite the need for an alert standby operation, the Nation can hardly afford to maintain the Selective Service System at its present strength. Accordingly, we have given careful study to the appropriate organization for standby responsibilities. This will require the maintenance of National and State headquarters, and the service centers as well, but these will be staffed by fewer numbers of persons consistent with the reduced workload. Local board records will be maintained in fewer numbers of local offices throughout the states. We will continue to recruit local board members to fill vacancies so that each board has at least the minimum number required for classification. This reduced work force must have a reserve available in the event of mobilization. We will look to National Guard and Reserve units, as Selective Service historically has done, for that support. The duties of these men have not always been delineated clearly. Probably the numliers of officers available exceeded our needs. But under our new plan for standby bperation, the role of the National Guard and Reserve officers becomes clear. By fiscal year 1975, we intend to reduce their numbers to 850. In a mobilization, we will use the National Guard officers to augment our, State headquarters. Reserve officers will help to open and staff new local offices; they also will supplement the staff at National Headquarters and the service centers, and they will have special duties in the event of an emergency move of the national offices. All training of National Guard and Reserve officers will be oriented toward performance of these specific mobilization duties. This, Mr. President, is a report of my stewardship as Director of Selective Service. I found an agency that was at once rich in tradition, devoted to an important mission, and loyal to the nation we all serve. I grew in understanding as I worked with these fine people. I hope that I left them with techniques appropriate to the present and the future, and with a resolve for continued dedication to the tasks that may be given to them by the President. I appreciate very much the opportunities that these two years have provided railroaded through Congress. 1 think that we could best illustrate this by the old expression uBuy now-Pa- y later. Now you can see that this is conveniently, after the election. Further, for your information, social security payroll taxes will be going up over 40 during the next two year period, and this is going to have the effect of completely eliminating the increased earning power that the tax reduction of 1969 gave to the lower and middle income wage earner. If you recall word for word what President Nixon said; he pointed out to the this increase in people that benefits is still not fully funded by So what does this Congress. mean? It means the result is a 3.7 billion dollar increase in the Federal deficit. This federal deficit is already in the multi-billio- n dollar be interestd also Would you range. to know how this wild eyed piece of it without made legislation presidential veto? Our president is no way could show any opposition to this form of fiscal madness with a veto because this was in the form of a simple rider on another piece of pressing legislation. This, a rider, was legislation that would increase our national debt ceiling. Now the President could have vetoed this but if he had, it would have killed the entire bill which would have been in effect a verbal declaration of national ban- bing the American citizen and taxpayer 36 years. This gigantic - long runtechnically never pays his share, but the employer cannot be blamed for this because he too is being cheated the same as the emby our own federal ployee . government. Figures have been collected and analyzed by many people for many years. One . noted gentleman, Milton Friedman, economist, observes that the maximum payments have increased about three and a half times since nineteen fifty. The Social Security taxes have increased a staggering seven times during the same period. Ladies and Gentlemen, there is no apparent end in sight. You and I, Mr. and Mrs. Average American, make up the difference that social security cannot ever cover. Lets look at some of these examples: Since Social security started in 1937, there have been 17 tax andor wage increases. While benefits have increased up to 19, the social security taxes have increased 480 ; thus you and I, the wage earner of America have received about 25 cents on every dollar that weve paid into this fund, and this, my friend , was before you paid the interest, the latest 20 benefit increase. Now lets look for just a moment at this 20 Social security benefit raise.
