I can assure you there is not one small bedding manufacturer in this United States that would support the work sampling plan. The reason for deep concern is the extreme burden of plant testing and sampling for flammability (using the cigarette test) on the small bedding manufacturer as compared to the multiplant bedding manufacturers. This will not effect the multiplants nearly as severely as it will the. small individual plant operations. Let me give you some figures and costs of what is involved in the test procedures that are standard cigarettes per side or 49,500 cigarettes 2,475 packages at 35c per pack $866.25 2.750 hours to test at a labor cost of not less than $3.00 per hour IS $7,425 1,350 mattresses at $20 each $27,000 Testing laboratory (minimum) $10,000 Total Cost: $56,566.25 It takes one hour per mattress, side for the cigarette test. They have 2,750 sides to test equalling 2,750 hours. At eight hours a day it will take 346 days and six hours to complete their tests. The have an averageof 21 working days per month which would amount to 16 months and 1 1 days to complete the testing of their products. There are not too many days left until June 7, 1973, the effective date of the Flammability Standard for mattresses, and they still have no Final information from the Federal Trade Commission on testing, sampling, and record keeping. They could send their mattresses out to a private testing laboratory which at the present time does not exist in the Salt Lake area (even if it did the cost would be prohibitive). B.
