Utah Independent: On Proposition No. 1 , see there are several things they want to do. They want to eliminate having the bills read three times in the Legislature by just reading the titles; they want to impose income taxes by reference to the U.S. taxes. I notice that under the new Revenue Sharing law, for the federal government to collect the taxes for the states it is necessary for the states to align its income taxes with that of the federal government. 1 think there is a all over the country general move J. Bracken Lee: I to allow the Federal government to collect all of the taxes and give it to the States with the idea, in mind that you can relieve the taxpayers of this double deployment of income tax-collecto- However, it rs. doesnt work that way. I just in have confidence do not simply giving people too much power in government, I dont care who the people are. When they tell me that they are going to reduce it, they just create another bureau and move them all into that: Utah Independent: Also in Proposition No. 1 I notice that they want to have the Legislature have its own attorney and have its own auditor. J. Bracken Lee: Well, this is another taking away of the division of the powers of the government. Utah Independent: Doesn't this take away the power of our elected officers, the Attorney General and Auditor? J. Bracken responsible what they somebody if they want an audit. And, if they want an opinion of the Attorney General, all they haye to do is ask him. What they are saying is that We just dont trust these people. I dont care what the politician in office says, apparently the majority of the people do trust them our elected officials . But when you give this authority to the Legislature you are giving them the authority to interfere with every branch of the government. Utah Independent: In Proposition No. 2 it says that bail will not be given where the truth is evident or the presumption strong that a person is guilty when that person is on probation, parole, or if he is free on bail awaiting trial on a previous felony charge. Do you think this is a good thing? J. Bracken Lee: I think they are beginning to interfere with the rights of the people again. I think that they have been too lenient with the criminal but the leniency has been the weakness of those who govern and not because of a weakness in our Constitution. Utah Independent: Do you think that this might be a violation of a persons rights? In other Words, should he be proven guilty rather than presumed guilty? Bracken Lee: I think that our forefathers understood freedom far better than we do and we have missed the boat in this country because we havent taught the of theory of our form government, and we keep bypassing it. Most of our educational program has been to find ways to destroy this form of government and every little step we take means another step we are going to have to take. And, everyone of these small steps an brings the same thing autocratic dictatorship. Utah Independent: Would you be opposed to all the propositions on the ballot? J. Bracken Lee: Several years ago they had about 10 different amendments on the ballot and I would say that there were at least two of those amendments that I would have no objection to. However, when they put a number of amendments on the ballot and when, in my opinion, the majority of them are bad, I would have to say I am voting against everyone of them because you confuse the people, otherwise, when you say, Well, I am for No. 4 but Im against the rest of them. I say that the people are better protected when they say, Down with all of them. Utah Independent: I recall that you were opposed to the Gateway Amendment and, of course, this Gateway Amendment has opened the Constitution up for a radical change in ourgovernmeent. What about Proposition No. 4 which allows optional forms of county government. Do you see this as a first move toward Metropolitan Government? J. Bracken Lee: I think that is the ultimate goal. Of course, with what your Federal government is doing now in furnishing money to all these agencies or units of government, I would say that you dont need county commissioners anymore. You dont need a city commission anymore. You dont need a governor nor a legislature, and I say this honestly because of my experience with the Federal government with the way they were moving in. They said, Here is this money, with no strings attached. I told the commission that if they voted to accept that, that in spite of what they said, it was automatic that the strings came next, and the strings did come. Now, I contend that the city commission doesnt control not, the Federal government has already broken this nation down into units and it is dictating. In my honest opinion, you have already lost your Constitution its a joke. The only ones that use it are the politicians in power when it is to their advantage to use it. When it is to the peoples its own police department because the Federal government says, These are the rules laid down and you run it this way or we take the money away. The same thing applies to the State. The Governor is just an office of honor today. Do you think the Governor dictates where the roads are built anymore? Has he anything to do with it? Thats a joke. They let him think that he does in some cases but you still have to abide by the Washington rules and they dont send just a few people in here, they send an army. Youve got an army of federal employees that are continually in this city harrassing those who try to govern. Utah Independent: Thats interesting. Do you think that the new Revenue Sharing law is going to open it up further to that sort of thing? J. Bracken Lee: Oh surely, I think this is the destruction of your units of government. Whether the people go for this amendment or advantage, protection. Utah Independent: How do you feel about this proposition that will also be on the ballot which will fluoridate the drinking water? J. Bracken Lee: Utah Independent: If the Legislature wants legal advice or an audit, they can have the Attorney General and Auditor do hat for them right now, cant hey? Bracken Lee: It is my opinion hat all they have to do is ask the . In other words, how can you or anyone else honestly say that you believe in the Bill of Rights and the. Constitution and also say that you believe in an income tax? They are completely incompatible. Now when you say that they can put medicine in the water, this is a violation of the Constitptional rights of the people. Maybe the stuff is beneficial to everybody, I wouldnt even argue that. I cant understand doctors though, who will tell you that they know that one medicine might be good for me but bad for a lot of other people and yet they will support this thing blindly.
