Shearers letter, as would be expected, blasted Democrat George McGovern because he favored a five-pag-e guaranteed annual wage, federal health insurance, subsidized housing, day care centers, urban renewal, and deficit spending. Naturally, Shearer did not mention that President Nixon has favored all of these programs. The part of Shearers letter that was a misuse of his partys funds was a paragraph at the top of page 2: Unless our party has taken a sharp rightward turn unpreceived (sic) by me, Bob Wolthius will be our nominee in the First District, as will be Congressman Lloyd in the Second. This is, in effect, an endorsement of Lloyd over Anderson, and Wolthius over Ferguson. A party chairman is traditionally supposed to stand aloof of contests within the party rather than join in the fight. When a party chairman favors one candidate of his party over another, he thereby alienates a segment of the party. To his embarrassment, he may after a convention or a primary discover that his own candidate lost and the party now has a candidate who was openly opposed by the partys chairman. Further evidence of the favoritism tactics of some current GOP officials in Utah is the fact that incumbent Rep. Sherman P. Lloyd is the keynote speaker at Saturdays Salt Lake County Republican Convention, while his GOP opponent Mark E. Anderson has not even been invited to address the convention. While it is traditional for individuals and various news media to favor one candidate over another in the same party, it is inappropriate for party officials to use their office and party funds to favor candidates in internal party contests. Edgar Hoover was a member of. the CFR there would be no need for concern; for as the president of the greatest security police force of the United States Mr. Hoover would have to infiltrate the ranks of the CFR and the Communist Party to discover what really is behind these law. I dont think that God, who is just, will hold our fighting men,' who are doing their duty, responsible, but He will hold those responsible who perpetrated this war.
